【摘要】：为了进一步推进成都市居家养老服务的发展,探求如何扩大居家养老服务覆盖范围,本文通过梳理成都市以及金牛区居家养老服务的相关政策文件,在明确当前政府部门在居家养老中发挥什么作用、有什么具体政策措施的基础上,分析了金牛区居家养老服务主体、服务对象、服务人员、服务方式、服务内容等方面的问题,提出了成都市主城区居家养老服务发展可以参考的思路和策略以及今后发展中应该注意的方向和问题。通过调查发现,当前金牛区居家养老,在老人需求及满意度方面,居家养老老人评价较高,但没有参加社区居家养老的对居家养老认识不足,存在居家养老潜在需求不足与现有需求无法被满足的问题；在居家养老服务方面,仍然有很大的发展空间；通过走访考察黄忠街道助老之家的运作模式和服务内容,本文认为它已经在没有被大家意识到的情况下,提供了真正的居家养老服务,应该在进一步规范的基础上加以推广运用。针对问题,主要从以下方面尝试探索成都市居家养老今后发展的策略安排：一是进一步明确居家养老参与主体的功能与责任；一是从政府的角度出发,寻求成都市居家养老一体化的制度安排,借鉴营销的观念,从服务理念、品牌管理、宣传推广等方面入手,由政府部门统一管理,树立居家养老良好的社会形象、提高居家养老社会感知度与认知度；一是通过服务对象公众化、供给方式多样化、服务主体多元化、服务水平层次化、服务内容实用化等服务“五化”,扩大居家养老覆盖范围、促进居家养老服务市场化、专业化发展,寻求居家养老更广阔的发展空间；一是制定风险防御机制,保障居家养老可持续发展等。
[Abstract]:In order to further promote the development of home pension services in Chengdu, explore how to expand the coverage of home pension services, this paper through combing Chengdu and Jinniu District home pension services related policy documents. On the basis of clarifying what role government departments play in the family pension and what specific policies and measures, this paper analyzes the main body, service object, service personnel and service mode of the family pension service in Jinniu District. This paper puts forward the ideas and strategies for the development of the home pension service in the main urban area of Chengdu, as well as the direction and problems that should be paid attention to in the future development. Through the investigation, the current Jinniu District home pension, in terms of elderly needs and satisfaction, the elderly home pension evaluation is high, but did not participate in the community home pension awareness of the lack of home support. There are the problems that the potential demand for the aged at home is insufficient and the existing demand can not be satisfied; There is still a lot of room for development in home care for the aged; By visiting and investigating the operation mode and service content of Huang Zhong Street Home for the elderly, this paper thinks that it has provided the real home old-age service without everyone realizing it. It should be popularized and applied on the basis of further regulation. In order to solve the problem, this paper tries to explore the following aspects of the future development of the family pension in Chengdu: first, to further clarify the functions and responsibilities of the home pension participation body; First, from the perspective of the government, to seek the integration of Chengdu family pension system arrangements, learn from the concept of marketing, from the concept of service, brand management, publicity and other aspects, by the unified management of government departments. To set up a good social image of the aged at home, and to improve the perception and recognition of the society for the aged at home; The first is to expand the coverage of the aged at home through the public service objects, the diversification of supply methods, the diversification of service subjects, the service level hierarchy, the practicality of service content, and so on. To promote the marketization and professional development of home pension services, and to seek a broader development space for home support for the aged; The first is to establish a risk defense mechanism to ensure the sustainable development of home pension.
