中国互联网发展现状研究——解读ITU 2014《衡量信息社会报告》

【摘要】:2014年11月发布的《衡量信息社会报告》显示,信息与通信技术(ICT)的接入和使用水平在不同国家和地区之间、同一国家的城乡之间、不同群体之间存在着明显的数字鸿沟。中国的ICT发展指数(IDI)排名在世界166个国家和地区中居第86位;固定宽带普及率排名列全球第67位;家庭互联网普及率列全球第34位;中国城镇地区与农村地区互联网普及率的差距为34.1%;移动宽带综合价格分指数排名在世界110个经济体中居第101位;固定宽带的网速在世界排名第42位,高速互联网用户比例仅2%。而中国的近邻韩国IDI排名世界第二,家庭宽带普及率为世界第一,城乡互联网差距世界最低(4%),高速互联网用户比例世界最高(37%)。中国互联网络信息中心(CNNIC)每次发布《中国互联网络发展状况统计报告》都令人兴奋,也无形中造成我们的盲目乐观,因为我们自身发展的广度和速度都很快,但这只是自己与自己的比较,没有与世界先进水平进行比较。只有与世界先进水平相比,才能令我们保持清醒的头脑,找到差距,追赶上去。
[Abstract]:The report on measuring the Information Society, released in November 2014, shows that the level of access to and use of information and communication technologies (ICT20) is between different countries and regions, and between urban and rural areas in the same country, There is an obvious digital divide among different groups. China's ICT development index ranks 86th among 166 countries and regions in the world, fixed broadband penetration ranks 67th in the world, household Internet penetration is 34th in the world; The gap between China's urban and rural Internet penetration rates is 34.1; the mobile broadband composite price sub-index ranks 101st out of 110 economies in the world; and fixed broadband speeds are ranked 42nd in the world. The proportion of high-speed Internet users is only 2. China's nearest neighbor, South Korea, IDI ranks second in the world and has the highest broadband penetration rate in the world. The gap between urban and rural Internet is the lowest in the world, and the proportion of high-speed Internet users is the highest in the world. Every time the China Internet Information Center (CNNIC) publishes the "Statistical report on the Development of China's Internet Network", it is exciting, and it also invisibly causes us to be blindly optimistic. Because our own development is rapid in scope and speed, but this is only their own comparison with themselves, not with the advanced level of the world. Only compared with the advanced level of the world, can we keep a clear mind and find a gap. Catch up.
