浙江省信息经济发展策略研究

【摘要】:以物联网、云计算、大数据为代表的新一代信息技术深刻影响着传统生产和生活方式。信息经济正爆发式增长并不断影响着各行业,信息经济为国家或地区可持续发展提供了强大动能,包括中国在内的世界各国正抢占信息经济发展的制高点。2016年,浙江成为全国首个国家信息经济示范区,浙江信息经济发展在全国具有典型性。本文利用史密斯模型分析了浙江省地市信息经济政策执行,发现了政策执行中政策内容、执行机关、目标群体、环境因素存在的问题,提出了浙江省地市信息经济发展的策略选择。本论文采用模型研究法、归纳分析法,史密斯模型着重考虑了政策执行中理想化政策、目标群体、执行机关、环境因素等四个维度,将政策执行与政策制定统一考虑,为科学研究信息经济政策执行奠定了理论基础。来自政府部门的统计数据及地市信息经济政策执行现状为精准研究信息经济发展提供了实证基础。本论文分四个章节,第一章主要介绍世界信息经济、中国信息经济及我国省域信息经济的发展状况,论文研究的意义以及国内外研究综述。第二章主要通过信息经济占当地GDP的比重、信息经济主导产业增幅等统计数据,按照信息经济发展能力将浙江省11个地市划分为信息经济引领发展区、信息经济潜力发展区和信息经济迟缓发展区。第三章主要利用史密斯模型对6个地市的信息经济政策执行进行分析,各地市信息经济政策总体上与信息经济发展相适应,但还存在着政策自身模糊、目标群体特殊、执行机关复杂、环境因素限制等问题,信息经济迟缓发展区政策执行中可量化指标明显偏弱。第四章主要围绕政策制定、政府机关、目标群体、发展要素等四个维度提出了加快信息经济发展的政策选择。以信息技术为产业基础的信息经济发展迅速,各地只有因地制宜、科学谋划,不断加强发展政策的制度供给,才能在新一轮发展浪潮中形成核心竞争力。
[Abstract]:Internet of things, cloud computing, big data as the representative of the new generation of information technology has a profound impact on the traditional production and life style. The information economy is exploding and continues to affect all industries. The information economy has provided strong momentum for the sustainable development of a country or region, and all countries in the world, including China, are seizing the commanding height of the development of the information economy. In 2016, Zhejiang has become the first national information economy demonstration area, Zhejiang information economy development is typical throughout the country. This paper analyzes the implementation of information economy policy in Zhejiang Province by using Smith model, and finds out the problems existing in the policy implementation, such as policy content, executive organ, target group, and environmental factors. This paper puts forward the strategic choice for the development of information economy in Zhejiang Province. This paper adopts the method of model research, inductive analysis, Smith model focuses on the four dimensions of idealized policy, target group, executive organization and environmental factors in policy implementation, and considers the policy implementation and policy making in a unified way. For scientific research information economy policy implementation laid a theoretical foundation. The statistical data from government departments and the status quo of information economy policy implementation in prefectures and cities provide an empirical basis for accurate research on the development of information economy. This paper is divided into four chapters. The first chapter mainly introduces the world information economy, China information economy and the development of information economy in the province of China, the significance of the paper research and the domestic and foreign research summary. The second chapter divides 11 cities of Zhejiang Province into information economy leading development areas according to the information economy development ability through the statistics data such as the proportion of information economy in local GDP and the growth rate of information economy leading industry. Information economy potentiality development area and information economy slow development area. The third chapter mainly uses Smith model to carry on the analysis to the information economy policy implementation of 6 prefectures and cities. The information economy policy of each prefecture and city adapts to the development of the information economy on the whole, but the policy itself is fuzzy, and the target group is special. The problems such as the complexity of the executive organ and the restriction of environmental factors make the quantifiable index obviously weak in the implementation of the policy in the slow development area of information economy. The fourth chapter puts forward the policy choice of accelerating the development of information economy around four dimensions: policy making, government organs, target groups and development elements. The information economy based on information technology is developing rapidly. Only by adapting measures to local conditions, planning scientifically and continuously strengthening the institutional supply of development policy, can the core competitiveness be formed in the new wave of development.
