基于知识创新视角的三网融合影响机制研究

【摘要】：在信息化发展和产业融合的国际背景下，推进我国三网(电信网、广播电视网和互联网)的融合发展，对落实“新一代信息技术”的国家产业战略和促进信息产业的繁荣发展具有重要意义。为此，本文从知识创新的视角，，在探讨了三网融合的产业融合规律和电信、广电的产业特征的基础上，分析三网融合的影响因素及其作用机制,辨析了我国现有的三网融合模式,提出了融合路径和相关政策建议。本文采用理论分析与文献综述相结合，比较分析与案例研究相结合等研究方法，对基于知识创新视角的三网融合影响机制进行了深入系统的研究，主要取得了如下研究成果：（1）比较分析了知识创新机制的理论，认为知识创新是包括知识本身、创新主体、来源、环境等因素在内的一系列复杂活动。知识创新特别是知识交叉创新推进产业在不同层面的融合。（2）作为产业融合的一种，三网融合具有产业融合的共同规律。从静态层次角度看，三网融合是网络、业务、终端、市场和管制的多层面融合；从动态过程来看，三网融合是一个经过初创期、成长期、成熟期和衰退期多个阶段的周期性过程。（3）针对目前认为三网融合只是监管、技术或市场单一因素影响的观点，提出了三网融合是技术、市场和政府管制多因素协同推进的结果。作为知识创新活动之一的技术创新，推进了产业在网络、业务、终端等多层面的融合，同时也影响了市场、管制的作用。充分发挥市场作用，推进企业之间或产业之间的博弈，实现产业重组和产业间的企业重组，特别是产业间的横向并购重组；建立合作共赢的产业生态体系、合作与交互的业务创新体系。由于电信、广电产业具有网络经济性、双边市场等特征，以及我国意识形态管制的要求，所以对于三网必须进行产业管制，但是要完善产业监管政策，厘清政府的边界，提供公平竞争的环境，把市场的交给市场。（4）比较分析了国外三网融合的成功经验，以及评价了国内三网融合发展较好城市的做法，提出了我国三网融合的演进路线图。认为各地区应该因地制宜地，借鉴成功融合模式的经验，在放松管制的前提下，充分发挥市场的作用，推进三网在网络、终端、市场与业务的逐步融合。
[Abstract]:In the international background of information development and industrial integration, the integration of the three networks (telecommunication networks, radio and television networks and the Internet) in China is of great significance to the implementation of the national industrial strategy of the "new generation of information technology" and the promotion of the prosperity and development of the information industry. On the basis of the law of industrial integration and the characteristics of telecommunication and radio and television industry, this paper analyzes the influencing factors and mechanism of the three networks integration, and analyzes the existing three network integration patterns in China, and puts forward the fusion path and relevant policy suggestions.
Based on the combination of theoretical analysis and literature review, comparative analysis and case study, this paper makes a thorough and systematic study on the influence mechanism of the three network integration based on the perspective of knowledge innovation, and the main achievements are obtained as follows:
(1) the theory of knowledge innovation mechanism is compared and analyzed. It is considered that knowledge innovation is a series of complex activities, including knowledge itself, innovation subject, source, environment and other factors. Knowledge innovation, especially knowledge cross innovation, promotes the integration of industry in different levels.
(2) as one of the industrial integration, the integration of three networks has the common law of industrial integration. From the static level point of view, the integration of three networks is the multilevel fusion of network, business, terminal, market and control. From the dynamic process, the three networks integration is a periodic process of many stages in the period of initial stage, long period, maturity and recession.
(3) in view of the view that the integration of the three networks is only a single factor of regulation, technology or market, it is proposed that the integration of three networks is the result of the synergy between technology, market and government control. As one of the innovation activities of knowledge, it promotes the integration of industry in network, business, terminal and so on, and affects the city as well. Play the role of the market, give full play to the role of the market, promote the game between enterprises and industries, realize the restructuring of industry and the reorganization of enterprises between industries, especially the horizontal mergers and acquisitions between industries, establish a cooperative and win-win industrial ecosystem, and create a new system of cooperation and interaction. (4) to compare and analyze the successful experience of foreign triple network integration, and to evaluate the practice of the integration of three networks in China to develop better cities, and put forward the evolution route map of the integration of the three networks in our country.
