QX通信公司物资采购风险管理研究

【摘要】:我国通信技术已从最初的2G时代,经历了3G、4G的更新迭代进入了以云计算和物联网为主的信息技术时代。信息技术高速发展依托于通信基础设施的不断完善,因此对通信物资设备的采购产生了大量需求,而通信物资设备的采购有较强的专业性和及时性,在采购计划、技术要求、供方选择等方面存在的风险复杂多变,对最终的采购结果产生较大的影响。因此通信物资设备采购占有举足轻重的地位,QX通信公司的物资采购风险管理尤其具有研究的价值和意义。以QX通信公司物资采购为研究对象,分析其采购风险管理。运用WBS(Work Breakdown Structure)分解法将采购划分为三个阶段,并根据实际的工作流程梳理出了QX公司的物资采购流程图;从采购物资和采购管理两个方面对QX通信公司的物资采购特点进行分析并进行了汇总和总结。在对QX通信公司物资采购现状及特点进行分析的基础上,从采购实施前、采购实施中和采购实施后等三个阶段指出其所面临的计划风险、技术风险、供方选择风险、合同风险、验收风险、结算风险等6项主要风险,并根据QX通信公司具体情况对其风险来源及成因进行具体分析。在物资采购及风险管理等相关理论的指导下,结合QX通信公司所面临的具体风险构建其物资采购风险评价指标体系,运用层次分析法确定QX通信公司物资采购评价模型,选取业内专家对评价指标权重进行赋值,并建立风险矩阵对QX通信公司物资采购风险进行评价,得出计划风险、技术风险、供方选择风险等三个风险出现频率相对较高,风险较大。从而制定了各个风险因素适宜采取的风险控制策略,如建立物资编码数据库、完善审批流程、建立往来供应商评价体系等策略。以降低QX通信公司的物资采购风险,提升物资采购效率,优化物资采购流程,提高QX通信公司的可持续发展力和竞争力。
[Abstract]:The communication technology of our country has gone through the update iteration of 3G / 4 from the initial 2G era to the information technology era which is mainly cloud computing and Internet of things. The rapid development of information technology depends on the continuous improvement of communication infrastructure, so there is a large demand for the procurement of communication materials and equipment, and the procurement of communication materials and equipment has a strong professionalism and timeliness, in the procurement plan, technical requirements, The risk of supplier selection is complex and changeable, which has a great influence on the final purchasing result. Therefore, the purchase of communication materials and equipment plays an important role in the risk management of QX communication company's material procurement, especially has the value and significance of research. Taking the material purchase of QX communication company as the research object, this paper analyzes the purchasing risk management of QX communication company. WBS (work Breakdown structure) decomposition method is used to divide purchasing into three stages, and the material purchase flow chart of QX company is sorted out according to the actual work flow. This paper analyzes and summarizes the material purchasing characteristics of QX Communication Company from the aspects of purchasing materials and purchasing management. Based on the analysis of the current situation and characteristics of material procurement in QX Communication Company, the paper points out the planning risk, technical risk, supplier selection risk and contract risk before, during and after the implementation of procurement. Acceptance risk, settlement risk and other six main risks, and according to the specific situation of QX communication company, the origin and causes of the risk are analyzed in detail. Under the guidance of material purchase and risk management theory, combined with the specific risk faced by QX communication company, the paper constructs its material procurement risk evaluation index system, and uses AHP to determine the material procurement evaluation model of QX communication company. Select the industry experts to assign the evaluation index weight, and establish a risk matrix to evaluate the QX communication company material procurement risk. The results show that the three risks are relatively high frequency, such as planning risk, technical risk, supplier selection risk, etc. The risk is high. Therefore, the appropriate risk control strategies for various risk factors are formulated, such as establishing material coding database, perfecting the approval process, and establishing the evaluation system of suppliers. In order to reduce the risk of material procurement, improve the efficiency of material procurement, optimize the material procurement process, and improve the sustainable development and competitiveness of QX communication company.
