电信基础设施运营效率评价及提升策略研究

【摘要】:建国以来,我国电信行业起步发展改革的步伐从未间断,基本形成了电信市场规模庞大,同行竞争初步形成的行业态势。由于电信基础设施依赖资本投入,行业自然垄断要求良性竞争,社会公众对电信产品服务的需求日渐提高等方面因素的影响,产生了电信基础设施运营效率低下的困境,具体反映到电信基础设施的运营过程中,就是政府注重电信服务公平均等和电信企业追求自身运营获利的相互博弈。如果改变如今政府相关部门在运营过程中的主导地位,交由电信运营商或者第三方公司独立运营基础设施能否保证全体社会成员享受到安全公平的基础电信服务?西方发达国家对于电信等准公共产品的价格包含了其全部的生产成本和合理盈利,政府监管下的第三方公司运营能否确保其合理盈利以保证电信基础设施运营的持续性和稳定性?以上皆是为走出困境应当思考的问题。本文在收集整理大量相关文献的基础上,对现有研究成果进行分析总结,针对上述我国电信基础设施在运营方面存在的突出问题,以公共管理理论、外部性理论、基本公共服务均等化理论研究为基础,并充分考虑我国各主要省市地区电信基础设施运营相关数据的可获得性,选取我国31个主要省市地区,并进行东中西部三个区域的划分,在充分分析影响我国电信基础设施运营效率的相关因素的基础上,分别评价我国各主要省市地区电信基础设施的运营现状,基于基本公共服务均等化原则构建我国电信基础设施投入产出指标体系,运用数据包络分析法(DEA)中的基于投入的CCR模型对运营效率进行评价。本文从公共管理角度出发研究基础设施的运营效率,创新了相关研究的切入角度;建立了科学评价运营效率的一套评价体系,对评价电信基础设施的运营效率具有创新意义。本文的主要结论为:我国电信基础设施运营现状稳中向好,但各地区运营水平不均衡,部分省市地区仍有较大提升潜力。本文根据评价结果,结合我国电信基础设施发展现状,提出我国电信基础设施运营效率的提升策略,主要包括:电信基础设施投入要素改进、电信基础设施产出倾向优化、电信基础设施共建共享和推进电信普遍服务四个方面。
[Abstract]:Since the founding of the people's Republic of China, the pace of development and reform of China's telecommunications industry has never been interrupted, which has basically formed the industry situation in which the scale of the telecommunications market is huge and the competition among the peers is initially formed. Due to the dependence of capital investment on telecom infrastructure, the natural monopoly of the industry requires healthy competition, and the increasing demand of the public for telecommunication products and services, the plight of inefficient operation of telecom infrastructure has arisen. It is reflected in the operation process of telecom infrastructure that the government pays more attention to the equality of telecommunication service and the mutual game between telecom enterprises and their own operation profit. If we change the dominant position of the relevant government departments in the operation process, can the telecom operators or third party companies operate the infrastructure independently to ensure that all members of the community enjoy a secure and fair basic telecommunications service? The prices of quasi-public goods such as telecommunications in Western developed countries include all their production costs and reasonable profits. Can government-regulated third-party companies ensure reasonable profitability to ensure the sustainability and stability of telecom infrastructure operations? All above are the questions that should be considered in order to get out of the predicament. On the basis of collecting and sorting out a large number of relevant documents, this paper analyzes and summarizes the existing research results, aiming at the outstanding problems existing in the operation of the above telecom infrastructure in China, using the theory of public management and the theory of externality. Based on the theoretical study of equalization of basic public services and taking into account the availability of data related to the operation of telecommunications infrastructure in major provinces and cities of China, 31 major provinces and cities of China are selected and divided into three regions of the east, the west and the west. On the basis of fully analyzing the related factors that affect the operation efficiency of telecom infrastructure in China, the paper respectively evaluates the current situation of telecom infrastructure operation in major provinces and cities of China. Based on the principle of equalization of basic public services, the input-output index system of telecom infrastructure in China is constructed. The input-based CCR model of (DEA) is used to evaluate the operational efficiency. This paper studies the operation efficiency of infrastructure from the perspective of public management, innovates the related research angle, and establishes a set of evaluation system to evaluate the operation efficiency of telecommunication infrastructure scientifically, which is of innovative significance to evaluate the operational efficiency of telecommunications infrastructure. The main conclusions of this paper are as follows: the present situation of telecom infrastructure operation in China is stable and moderate, but the level of operation in various regions is uneven, and some provinces and cities still have great potential for improvement. According to the evaluation results, combined with the current situation of telecom infrastructure development in China, this paper puts forward the strategies to improve the efficiency of telecom infrastructure operation, including: the improvement of telecom infrastructure input elements, the optimization of telecom infrastructure output tendency. Telecom infrastructure construction, sharing and promotion of telecommunications universal services in four areas.
