【摘要】：建设社会主义新农村是我国现阶段的重大历史任务,而大力发展农村经济是建设社会主义新农村的重要任务。在全面发展农村经济的过程中,农村金融问题的解决是一个重要的突破口。农业经济发展资金短缺,农村金融市场上大量资金通过邮政储蓄和商业银行流向了城市和发达地区,导致原来匮乏的农村资金更加匮乏。从商业银行的角度来看,针对农户的都是小额贷款,管理成本和信息成本很高,在利润最大化的市场原则下,慢慢地失去了对农村地区小额贷款的力度。因此农民贷款难、融资难已成为严重制约我国农村经济发展的瓶颈。而农村不断扩大的金融需求就使得开发新的金融产品和采用新的金融模式显得日益迫切。在电子商务飞速发展的今天,农村经济的发展也要和电子商务紧密结合在一起,但是由于我国农村物流设施设备和技术水平低下、物流企业规模偏小、物流管理滞后、物流人才匮乏等因素,严重制约了农村物流的发展。这在一定程度上,就对农村经济的发展起到了抑制作用。因此,加强农村物流体系建设对社会主义新农村建设具有重大促进意义,如何实现农村物流与金融的有效结合,解决普通农户以及农村中小企业融资困境,扩大物流企业业务范围、降低其运营成本,增强农村金融机构的产品创新是值得关注和研究的问题,物流金融作为一种金融产品,能够增强物流企业的业务范围,同时能够很好的解决农户以及农村地区相关企业融资难的现象。本文介绍了物流金融相关概念、理论以及模式,通过对吉林省农村地区物流金融的规范以及支撑体系、参与主体以及相关具体模式的概括,总结了吉林省农村地区物流金融发展中存在的问题,主要包括经济发展水平落后、农村地区法律制度不健全、政府缺乏有效的引导以及金融机构产品单一、农村地区物流发展落后等,并给出合理的建议,为吉林省农村物流金融的发展提供一定的参考。
[Abstract]:The construction of new socialist countryside is a major historic task in the present stage of our country, and vigorously develop the rural economy is an important task of building a new socialist countryside. In the process of the comprehensive development of the rural economy, solve the problem of rural finance is an important breakthrough in the development of agricultural economy. The shortage of funds in rural financial market, large capital flows city and developed regions through the postal savings and commercial banks, leading to the original lack of funds more scarce in rural areas. From the perspective of commercial banks, the farmers are small loans, management cost and information cost is very high, in the market the principle of profit maximization, slowly lost to rural microfinance efforts. Therefore, the farmers' loans, financing has become the bottleneck of the development of rural economy in China. While expanding rural financial demand makes the development of new financial The product and the adoption of new financial model becomes increasingly urgent. The rapid development of e-commerce today, the development of rural economy should also work closely together and e-commerce, but because of the low rural logistics facilities and technical level of our country, the scale of logistics enterprise is small, logistics management lags behind, logistics talent shortage and other factors, serious restrict the development of rural logistics. This to a certain extent, on the development of rural economy has played a inhibition. Therefore, strengthening the construction of rural logistics system is of great significance to promote the construction of new socialist countryside, how to integrate the rural logistics and finance, to solve the ordinary farmers and rural small and medium-sized enterprises financing difficulties, expand business the scope of logistics enterprises, reduce operating costs, enhance product innovation of rural financial institutions is worthy of attention and study the problem of logistics finance as a financial The product can enhance the logistics enterprise, business scope, and financing related enterprises is a good solution to farmers and rural areas. This paper introduces the related concepts of logistics finance, theory and model, through the logistics finance in rural areas of Jilin Province as well as the specification of the support system, participants and specific patterns of generalization, summed up the existence of logistics financial development in rural areas in Jilin Province, including the level of economic development of backward rural areas, the legal system is not perfect, the lack of effective guidance and financial institutions in product development is single, backward rural areas of logistics, and gives reasonable suggestions, provide a reference for the development of logistics finance in rural areas of Jilin province.
