阿拉善经济开发区产业结构转型升级战略研究

【摘要】：阿拉善经济开发区处于“呼包银”经济带,地理位置优越,交通条件十分便捷,区域内具有丰富的煤、盐资源,是我国最早建立的高载能工业区之一。目前阿拉善经济开发区产业结构以盐化工、煤化工以及煤炭生产和物流运输为主。经过多年的不懈努力,开发区在产业结构调整、生态环境质量改善和资源综合利用等方面都作了大量有益的探索,循环经济建设初建成效,由核心企业为主导的产业群体和产业链雏形已基本成形。但是园区内的产业链结构还不完整,与已有资源的能力尚需要充分发挥,与周边园区相比发展的差异化有待进一步拓宽,面临的土地、资源、环境和水资源的压力越来越大,产能过剩要求产业结构转型升级和节能减排的要求日益强烈,2013年,开发区规模以上企业总体亏损7.5亿元,亏损面达53.85%,亏损企业户数为21户,各行业均呈现不同程度的亏损现状,其中,光伏行业全亏损,煤化工亏损面66.7%,盐化工亏损面50%,精细化工亏损50%,冶炼行业亏损面50%,建材行业亏损面83.3%。目前阿拉善经济开发区为了减轻经济增长对资源供给的压力,必须充分利用资源优势,进行产业的转型升级,促进资源的高效和循环利用,实现园区经济的可持续发展,本文通过对阿拉善经济开发区产业外部环境分析、产业结构转型升级的现状分析、战略选择分析提出开发区产业结构转型升级的战略举措。
[Abstract]:The Alashan Economic Development Zone is located in the "Hubao Silver" economic belt with superior geographical location and convenient transportation conditions. The area is rich in coal and salt resources. Alashan Economic Development Zone is one of the earliest high energy carrying industrial zones in China. At present, the industrial structure of Alashan Economic Development Zone is mainly composed of salt chemical industry, coal chemical industry, coal production and logistics transportation. After years of unremitting efforts, the industrial structure of the development zone has been adjusted. The improvement of ecological environment quality and the comprehensive utilization of resources have made a great deal of beneficial exploration, and the construction of circular economy has achieved initial results. The core enterprise-led industrial group and the embryonic form of the industrial chain have basically taken shape. However, the structure of the industrial chain in the park is still incomplete, and the capacity of the existing resources still needs to be brought into full play. Compared with the surrounding parks, the differentiation of development needs to be further broadened, the pressure of land, resources, environment and water resources is increasing, and the demands of industrial structure transformation and upgrading and energy saving and emission reduction are increasingly strong. In 2013, The enterprises above the scale of the development zone have a total loss of 750 million yuan, with a loss of 53.85 yuan, and the number of loss-making enterprises is 21. All industries present a deficit situation of varying degrees. Among them, the photovoltaic industry has made a total loss. The loss plane of coal chemical industry is 66.7, that of salt chemical industry is 50, that of fine chemical industry is 50, that of smelting industry is 50, that of building material industry is 83.3. In order to alleviate the pressure of economic growth on the supply of resources, the Alashan Economic Development Zone must make full use of its resource advantages. In order to promote the efficient and recycling utilization of resources and realize the sustainable development of the park economy, this paper analyzes the industrial external environment of Alashan Economic Development Zone and the present situation of industrial structure transformation and upgrading. The strategic choice analysis puts forward the strategic measures of industrial structure transformation and upgrading of the development zone.
