港口引航调度系统的设计与实现

【摘要】：中国经济经过近三十余年的高速增长，沿海港口城市扮演着极其重要的角色。借助港口城市的先天优势，航运物流成为沿海港口城市经济发展的引擎，引航质量在一定程度上代表着港口的对外开放程度和市场竞争能力，同时引航调度能力也决定着引航服务效果和港口形象。只有提高调度能力,才能从根本上增强整体的引航质量，进而为船舶航行提供坚实的保障。在众多经济特区中，天津经济区的作用逐渐明显，天津港的建设是本地区经济发展的重要一部分，，随着信息化建设的兴起，港口信息化建设也逐渐受到应有的重视，天津港引航综合调度系统的相关研究受到了天津市港航管理局的关注，并引起了重视。本文结合现实业务的需要和系统开发的要求，对天津港口引航调度系统进行了研究与开发，进而使得天津港引航调度业务的信息化与数字化水平得到显著的提高。引航业务涉及到船代、引航员和引航站等主体，在日常生活中需要处理船舶动态及作业动态、引航申请及审批和引航计划与排班等业务内容。正是因为以上这些特点，本文设计的系统主要分为“船舶动态”、“引航申请”、和“引航业务”以及“人员管理”，另外，“收费管理”、“编码管理”、“基本信息”和“规则”以及“权限设置”同样属于该系统的重要组成模块。在设计数据库的时候，首先是整理、搜集和抽象相应的数据，进而设计系统的物理结构、逻辑结构和数据库结构等。最后一部分内容是测试与调试系统的功能，最终开发出天津港口引航调度系统。本文的研究具有重要的现实意义，能够促进“天津港引航综合调度系统”项目的研究。本系统能够使天津港引航的管理与作业得到明显的改善，进而使得天津引航站的管理使用新的管理理念，积累重要的经验，能够促进天津港的信息化建设。
[Abstract]:After more than 30 years of rapid economic growth, coastal port cities play an extremely important role. With the advantage of the port city, shipping logistics becomes the engine of the economic development of the coastal port city, and the pilotage quality to a certain extent represents the opening degree of the port and the market competition ability. At the same time pilotage scheduling ability also determines the pilot service effect and port image. Only by improving the dispatching ability can the overall pilotage quality be enhanced fundamentally, and then the ship's navigation can be guaranteed. Among the many special economic zones, the role of Tianjin economic zone is gradually obvious. The construction of Tianjin Port is an important part of the economic development of the region. With the rise of information construction, the information construction of the port has gradually received due attention. The related research of Tianjin Port pilotage Comprehensive dispatching system has been paid attention to by Tianjin Port and Shipping Administration Bureau. According to the needs of practical business and system development, this paper studies and develops pilot scheduling system of Tianjin Port, which makes the level of informatization and digitization of pilotage dispatching business of Tianjin Port to be improved significantly. Pilotage business involves ship agent pilot and pilot station and so on. In daily life it needs to deal with ship dynamic and operation dynamic pilotage application approval pilotage plan and scheduling and so on. Because of the above characteristics, the system designed in this paper is mainly divided into "ship dynamic", "pilotage application", "pilotage business" and "personnel management", in addition, "charge management", "code management", Basic Information and rules and permission Settings are also important components of the system. When designing a database, the first step is to sort out, collect and abstract the corresponding data, and then design the physical structure, logical structure and database structure of the system. The last part is the function of test and debugging system, and finally develops Tianjin Port pilotage scheduling system. The research in this paper has important practical significance and can promote the research of Tianjin Port pilotage Comprehensive dispatching system. This system can improve the pilotage management and operation of Tianjin Port obviously, and then make the management of Tianjin pilotage station use new management idea, accumulate important experience, and promote the information construction of Tianjin Port.
