沈阳市重点项目稽察管理信息系统的设计与实现

【摘要】:多年来,政府项目管理部门和检查部门对项目信息的处理一直停留在手工和简单的计算机表格方式上,产生了数据口径不一致、工作效率不高、信息资源不能共享、无力应对突发信息需求等问题。随着Internet的普及以及信息技术和硬件设备的发展,沈阳市稽察办迫切需要建立一套能够对项目前期申报手续、实施过程中的资金情况、各项制度的落实、稽察发现的问题和整改成效、竣工验收和运行效果等全程信息进行管理,并依托该系统,建立沈阳市重点项目数据库,为政府项目评估和投资决策提供依据。沈阳市重点项目稽察管理信息系统按照项目稽察的流程和模式,综合运用现代信息管理技术,以项目为中心,形成了项目总览、项目管理、稽察计划管理、稽察项目管理、综合查询、即时提醒、统计报表等基本功能,提供了重点项目稽察工作的信息基础。本系统对重点项目建立起了全方位的管理,其中包括项目的基本情况、投资情况、项目法人信息、项目手续信息、项目的背景资料以及项目的招投标和监理情况等。基于安全性的考虑,整个系统运行于发改委的内部局域网,采用浏览器/服务器的三层结构,并通过权限的配置让用户完成信息录入、信息查看、系统维护等功能。另外,配合本系统的项目导入导出功能,我们还开发了单机版的项目提报系统,项目建设单位可利用提报系统将项目信息上报到本系统中,稽察办可利用项目提报系统将项目信息带到现场进行稽察并录入稽察处理结果。该系统包括项目总览、项目管理、稽察计划管理、稽察项目管理、综合查询、即时提醒、统计报表、系统管理、服务支持共九个模块,其业务处理流程为:1.项目建设单位通过项目提报系统录入项目的基本情况、投资情况、项目法人信息、项目手续信息、项目的背景资料等方面的信息,定时将项目管理数据上报给相应的专业处室或稽察办。2.专业处室或稽察办审核通过后,将项目建设单位上报的数据导入到本系统未提交项目库中。3.稽察办提交项目信息至系统已提交项目库中。4.稽察部门根据工作计划、举报或者受国家、省、市的委托,利用本系统选取或抽取专业处室提交的项目,制定年度稽察计划。5.稽察时,稽察部门可将项目导出到项目提报系统中,带到稽察现场,现场录入稽察结果,回到单位后,再导入到本系统中。该系统针对经济综合管理部门和项目稽察部门,结合投资项目管理和项目稽察监管实务,在办公自动化平台上的网络环境下,实现固定资产投资的宏观总量的把握和项目微观层面的掌控,实现管理手段质的飞跃,实现投资监管工作由单一部门管理向多个部门现代化信息管理方式迈进。系统的使用,提高了我市项目稽察信息化工作和档案管理的水平,大大提高了稽察工作效率。

Shenyang Inspection Office urgently needs to set up a set of procedures for the early declaration of the project, the implementation of funds in the implementation process, the implementation of various systems, the problems found by the inspection and the results of rectification. The whole process information such as completion acceptance and operation effect are managed and the database of key projects in Shenyang is established on the basis of the system. Shenyang key project inspection management information system according to the process and mode of project inspection, comprehensive use of modern information management technology, project as the center. Has formed the project overview, the project management, the inspection plan management, the inspection project management, the synthesis inquiry, the prompt reminder, the statistical report and so on basic function. This system has established a comprehensive management of key projects, including the basic situation of the project, investment, project legal person information, project procedures information. Based on the security considerations, the whole system runs in the internal LAN of NDRC, and adopts the three-tier structure of browser / server. And through the configuration of permissions to enable users to complete the information input, information viewing, system maintenance and other functions. In addition, with the system project import and export function, we also developed a stand-alone version of the project report system. The project construction unit can report the project information to the system by using the report system. The inspection office may use the project presentation system to bring the project information to the site for inspection and record the results of the inspection processing. The system includes project overview, project management, inspection plan management, inspection project management, and comprehensive inquiry. Immediate reminder, statistical report, system management, service support a total of nine modules, its business processing process is: 1. The project construction unit through the project report system input project basic information, investment situation. Project legal person information, project procedures information, project background information and other information, regularly report the project management data to the corresponding professional office or inspection office. 2. Professional office or audit office after examination and approval. Import the data reported by the project construction unit into the project library. 3. The inspection office submits the project information to the system has been submitted to the project library .4. the inspection department reports or receives the country according to the work plan. Provincial, municipal commission, using this system to select or extract the project submitted by the professional office, to formulate the annual inspection plan .5.When the inspection, the inspection department can export the project to the project reporting system, to the inspection site. Input the results of the inspection on the spot, return to the unit, and then import into the system. The system is aimed at the economic comprehensive management department and the project inspection department, combined with the investment project management and project inspection supervision practice. In the network environment on the platform of office automation, the macro total amount of fixed asset investment and the control of project micro level can be realized, and the management means can be achieved in a qualitative leap. Realize the investment supervision work from the single department management to the multi-department modernization information management way stride forward. The system use, has raised our city project inspection information work and the file management level. The efficiency of inspection work is greatly improved.
