山东高速项目管理系统的设计与实现

【摘要】：随着经济市场全球化、信息化的不断发展,企业对有限的社会资源的争夺也越来越激烈,这就要求企业必须将现有资源在成本、时间、质量三方面进行全方位的控制,以期达到企业对资源利用的最大化。近年来,随着山东高速业务的不断发展扩大,经营管理层需要面对大量繁冗复杂的项目信息,进行整体把控和资源调配。在此情况下,根据经验做出分析判断,不仅效率低下,而且项目的把控依赖于个人的主观判断,风险难以控制。所以,采用科学的项目管理方式成为了必然的选择。项目管理的方法就是以目标导向的价值观来指导企业的经营管理活动,这是现阶段行业发展的趋势,公司可以以此来进行风险的把控与资源的调配约束,保证正常运营,从而帮助公司更好、更快、更健康的发展。本系统的核心是对项目的生命周期进行管理[3],提高项目管理的精准度,提高工作效率,为绩效考核提供定量化支持。项目管理的流程一般分为项目的启动、项目计划的制定、项目的实施及控制过程、项目的收尾和项目的后续维护五个部分。结合公司的需要,系统功能主要包括项目的基本配置管理、项目立申请及审批、项目里程碑的维护与审批、项目月报提交及审批、项目的延期申请与审批、项目的关闭申请与审批、项目信息综合统计查询及报表导出等业务功能,以便使公司经营管理层、项目执行部门主管、项目经理、质量控制等项目相关人员能及时了解项目的执行情况,为项目的整体把控和资源分配提供准确的数据支持。同时,也为项目管理相关人员提供便捷的工作方式。本系统采用了基于元数据的思想进行设计实现,使系统在进行项目类型管理时具有更高的灵活性。技术层面,采用目前较为流行的B/S模式,后台采用了基于SpringMVC[4]的山东高速GRBAC框架,采用J2EE开发语言进行设计与实现,在前端,系统采用ExtJS富客户端技术框架。系统整体采用“新颖的前台”+“稳定的后台”的设计,在保证后台稳定的情况下,给予用户更好的体验,并且对移动端设备有更好的支持。“山东高速项目管理系统”软件,在技术层面上,采用元数据、GRBAC、ExtJS等新老技术思想相结合,在保证稳定性的基础上对新技术进行探索、整合、尝试；在功能层面上,通过对公司业务的定制化开发,又能更大程度上满足本公司日常项目管理的需要。系统作为山东高速数字信息化平台建设的重要组成部分,在上线后可以满足公司在数字信息化建设方面的统一的要求,可以相信,山东高速项目管理系统将会在山东高速项目管理的过程中发挥越来越大的作用。

The core of this system is to manage the project life cycle [3], improve the accuracy of project management, improve work efficiency, provide quantitative support for performance appraisal. Project planning, project implementation and control process, project closure and project follow-up maintenance. Combined with the needs of the company, the system functions mainly include project basic configuration management, project establishment application and approval, Project milestone maintenance and approval, project monthly submission and approval, project extension application and approval, project closure application and approval, project information comprehensive statistical query and report export business functions, in order to enable the company management, Project implementation department manager, project manager, quality control and other project related personnel can timely understand the implementation of the project, for the overall control and resource allocation of the project to provide accurate data support. This system is designed and implemented based on metadata, which makes the system more flexible in project type management. Using the popular B / S model, the background uses the Shandong high-speed GRBAC framework based on SpringMVC [4], using J2EE development language to design and implement, in the front end, The system adopts the ExtJS rich client technical framework. The whole system adopts the design of "novel foreground" and "stable background", which can give users a better experience under the condition of guaranteeing the background stability. "Shandong high speed project management system" software, in the technical level, uses the metadata GRBACU Ext JS and other new and old technical ideas to combine, in the guarantee stability foundation carries on the exploration, the conformity to the new technology, At the functional level, through the customized development of the company's business, it can meet the needs of the company's daily project management to a greater extent. As an important part of the construction of Shandong high-speed digital information platform, the system is an important part of the construction of Shandong high-speed digital information platform.
