【摘要】：本系统围绕公路项目建设资金管理的具体业务流程需要和不同用户的资金管理要求,在高速公路建设的过程中对资金的使用过程进行监督,包括承包商在施工过程中的资金监管、监理方在施工过程中的资金监督、业主在施工过程中的资金的来源和去向等进行查看和监督的一种应用软件。系统着力于公路建设项目管理中的“投资控制”。公路建设资金管理贯穿公路建设项目的全过程,资金管理信息系统涉及公路项目建设单位的内部局域网和外部Internet网的对接和跨越,数据能够在保持安全性的前提下实现在不同参与工程建设的单位之间、各资金监管部门之间进行传递、处理。为此,系统采用目前流行的B/S体系结构。公路建设项目资金管理信息系统在对工程项目资金管理和资金控制的目标建设前提下,实现了资金管理流程办公自动化处理、工程进度管理、财产物资管理等,系统架构采用先进的B/S架构,界面操作清晰、简单,系统信息储存和信息传递效率高,对于加强公路建设工程项目的资金监督和管理,为节约投资成本,加快资金的周转,提高资金周转率作出重要贡献。系统用信息化手段建立建设资金监管机制,确保建设资金规范使用,方便业主或上级主管部门查询、监督。网络化的资金管理平台,实现业主、监理、承包人、资金监管银行四方业务的全面管理和实时监控。系统以Internet作为信息交换工作的平台,其基本形式是以项目建设资金管理为核心,基于互联网的系统采用100%的B/S架构,用户在客户端只需安装一个浏览器即可。参与项目建设各方通过浏览器窗口操作系统,完成用户权限,不同地点和不同时间的访问者都可以通过网络访问系统。
[Abstract]:The system supervises the use of funds in the process of highway construction, focusing on the specific business process needs of highway project construction fund management and the requirements of different users for fund management. It includes the supervision of the contractor's funds in the construction process, the supervision of the funds of the supervisor in the construction process, the source and direction of the owner's funds in the construction process, and so on. The system focuses on "investment control" in highway construction project management. The fund management of highway construction runs through the whole process of highway construction project. The fund management information system involves the docking and leapfrogging of the internal local area network and the external Internet network of the highway project construction unit. The data can be transferred and processed between the different units involved in the project construction and the fund supervision department under the premise of keeping the security. Therefore, the system adopts the popular B / S architecture. The highway construction project fund management information system has realized the fund management process office automation processing, the project progress management, the property material management and so on under the premise of the project capital management and the fund control goal construction. The system structure adopts advanced B / S architecture, the interface is clear and simple, the system information storage and information transmission efficiency is high, to strengthen the highway construction project fund supervision and management, to save the investment cost, to speed up the fund turnover, Increasing the turnover of funds makes an important contribution. The system establishes the supervision mechanism of construction funds by means of information technology, ensures the standard use of construction funds, and facilitates the inquiry and supervision of owners or superior departments in charge. Network fund management platform to achieve the owners, supervisors, contractors, funds supervision bank business management and real-time monitoring. The system takes the Internet as the platform of information exchange work, its basic form is the project construction fund management as the core, the system based on the Internet adopts the 100% B / S structure, the user only needs to install a browser in the client end. All parties involved in the construction of the project can access the system through the browser window operating system, and visitors from different places and times can access the system through the network.
