自治区科技援疆项目信息采集管理系统的设计与实现

【摘要】：随着国家科技援疆计划的全面展开,对科技援疆项目进行高效、科学的管理是相关管理部门迫切需要解决的问题,开发科技援疆项目信息管理系统是其中是重要手段之一。本项目针对新疆科技援疆项目管理工作需求,采用B/S架构,Visual studio2010为开发平台,使用C#语言,设计实现了自治区科技援疆项目信息采集管理系统。系统主要包括用户登录、用户管理、单位管理、数据录入、数据审核、数据查询、数据统计分析及网站维护八个模块。可实现各分配用户录入各项数据,管理员审核数据的工作流,对各项数据进行查询、统计、分析,生成多种形式的统计分析报表,将其中部分信息在网站发布。本系统有效地实现了项目承担单位与项目管理单位的信息互通,可以使项目管理单位及时收集项目信息,并通过相关信息数据分析,为决策人分析科技援疆各方面的情况,为将来援疆工作提供决策依据。同时,管理机构可掌握项目进展,及时发现项目实施中存在问题,合理协调项目资源,实现了从项目计划、项目申报、项目评审、项目组织管理一体化的科技援疆项目管理系统平台,有助于提高项目执行者与管理者的工作效率。项目结合科技援疆计划的政策精神来设计管理业务需求,使管理工作更加促进援建项目的发展,具有显著的地方特色与创新性。

At the same time, the management organization can grasp the progress of the project, discover the problems in the implementation of the project in time, coordinate the project resources reasonably, and realize the project plan, the project declaration, the project review, The integration of project organization and management helps to improve the work efficiency of project executors and managers. The project combines the policy spirit of the science and technology aid plan to design the management business demand, make the management work more promote the development of the aid project, have the remarkable local characteristic and innovation.
