R集团煤矿开发项目风险管理研究

【摘要】:从产业的政策层级看,国家将强行调整煤炭产业结构,鼓励开建现代化的大型煤矿,关停并转中小型煤矿。在此新产业政策情景下,为规模雄厚的民企涉足大型煤矿项目造就了新的契机,正着手或推进投资煤矿能源开发。然而开发大型煤炭矿井需投进更多资金,国家审批环节将更为严密,工程实施的耗时会更漫长,项目开发触及的投资风险变高。如何推进煤矿项目合乎自身的战略风险管控,是当前困扰煤矿开发项目管理的要害和难题。伴随煤炭行业黄金十年己逝去,在煤价持续低迷的困境下,若对战略风险的评判不足和应对欠妥,将致使项目开发陷入进退两难,甚至破产倒闭,足以显露战略风险管控有迫切的现实意义。本文从风险管控的常规理论入手,知晓国内外风险管控的历史推进过程,弄清风险在识别、评议和处置等风险管控领域的常见方法、流程。然后以R集团煤矿项目为探索对象,剖析其身处的行业特点和内外部环境状况,依照其现实状态查寻当前战略风险管控存有的诸多问题等。经分析得以发现,在当前国内经济增速减弱和煤价低迷的逆境情景下,受国家调控、资金筹集和项目管理等不利根源制约,R集团煤矿项目的战略风险己悄然上升,需要引发其足够的重点对待和高度应对。本文拟构建RMZFM模型来达成R集团煤矿战略风险管控的解决方案。拟用风险管控的常识性原理和方法、模型工具,如专家意见法、SWOT模型和PACD循环模型等,探究如何搭配构建RMZFM模型对R集团煤矿的战略风险开展合乎自身的识别、评议和外置,,以及为提升战略风险管控、消减战略风险需选取的更优举措等。本文的解析探究过程和结果总结,意在为 R 集团在煤矿的开发中提升管控、削减风险提供有益辅助。同时,为其他民企在当前困境下开发煤矿项目给予微薄的参考借鉴。
[Abstract]:From the industrial policy level, the state will forcibly adjust the structure of the coal industry, encourage the construction of modern large coal mines, shut down and switch to small and medium-sized coal mines. In this new industrial policy scenario, it creates a new opportunity for large scale private enterprises to set foot in large coal mining projects, and is embarking on or promoting investment in coal mine energy development. However, the development of large coal mines will require more investment, the national approval process will be more stringent, the project will take longer to implement, and the investment risk will become higher in the development of the project. How to promote the coal mine project in line with its own strategic risk control is the key and difficult problem that puzzles the coal mine development project management at present. With the passing of gold decade in the coal industry, if the strategic risk is not judged properly, the development of the project will fall into a dilemma or even go bankrupt under the plight of the continuing low coal price. Enough to reveal strategic risk management has urgent practical significance. This paper starts with the conventional theory of risk control, knows the historical process of risk control at home and abroad, and clarifies the common methods and processes of risk management in the field of risk control such as identification, evaluation and disposal. Then take the R Group coal mine project as the exploration object, analyze the characteristics of the industry and the internal and external environment, and find out the problems existing in the current strategic risk control according to its reality. Through analysis, it is found that under the current adverse circumstances of weakening domestic economic growth and low coal prices, the strategic risks of R Group coal mining projects have quietly risen under the constraints of state regulation and control, fund raising and project management, and so on. Need to trigger its adequate focus and high level of response. This paper intends to construct RMZFM model to achieve R Group coal mine strategic risk management solutions. Using the common sense principle and method of risk management and management, model tools, such as expert opinion, SWOT model and PACD cycle model, this paper explores how to construct RMZFM model to identify, evaluate and outlay the strategic risk of R Group Coal Mine. And in order to enhance strategic risk management, strategic risk reduction needs to select better measures and so on. The analysis and exploration process and result summary of this paper is intended to provide beneficial assistance for R Group to enhance control and reduce risks in coal mine development. At the same time, for other private enterprises in the current plight of coal mine projects to provide a meager reference.
