【摘要】：现阶段,中国农业总体发展还是处于缓慢的阶段,农业理念和生产方式以及软硬件设施尚处于起步中,整体竞争力不强。现状条件下,我国农业必须通过转变“农业生产结构”,发展适合国内外农业发展趋势的“特色农业”。论文研究一共包括六个章节:第一章节简单介绍了课题的背景与研究意义,评述了关于“特色农业”在国内外发展现状,指出了课题研究的内容、方法和不足之处。第二章节是本文的理论研究基础,详细阐述了特色农业内涵、农业发展的基础理论和区域经济发展的相关理论。特色农业内涵主要根据国内外的研究现状提出了特色农业的定义、特征、发展条件和重要性;农业发展基础理论则详细介绍了农业经济理论研究内容和农业生态理论的要点;区域经济发展理论在考虑了国内外最经典的发展理论基础上,提出了比较优势理论、主导产业理论、农业产业化理论和规模经济理论等。第三章节从绍兴市农业发展条件入手,分析了绍兴市特色农业的发展规模和现状特点。绍兴市农业自然条件优越,动植物等生产要素丰富多样。地理位置位于中国经济最具活力和竞争力的长江三角洲区域中,经济总量更是每年保持在全国城市50强。绍兴政府依托民情,推出一系列行政措施,经济、社会、文化、民生繁荣协调发展。在优越农业发展条件促进下,绍兴市特色农业发展在所属的三区二市一县中得到普遍推广,深受广大老百姓欢迎。全市总体贯彻“一乡一品”的特色农业发展政策,特色农业品种总体实现品种多元化。黄酒、珍珠、茶叶、香榧作为绍兴市重点特色农业产业,为绍兴人民创造较高的经济价值。绍兴市特色农业发展表现为名优化开发初显效果、专业化生产初具成效、产业化经营初现规模和市场化体系初步形成,区域化小镇初成格局这五个特点。第四章节分析了绍兴市特色农业发展障碍,主要集中表现在环境性、市场性、经营性三个部分。农业环境障碍因素方面,绍兴市耕地面积和水资源紧缺,先天地形条件薄弱以及后天的环保意识不强,都导致绍兴市农业生态环境脆弱。同时,农业生产融资困难,农业企业和农民农业生产资金有限。市场性障碍中,绍兴市特色农产品主要集中表现为产业化程度低,营销体系不健全以及农产品科技含量和附加值还不高等问题。经营性障碍分析中,小农意识为主导的传统理念和较低的农业人员专业素质以及特色农业品牌建设不足等问题亟需解决。第五章节在考虑了绍兴市农业特色发展诸多问题的基础上,结合国内外优秀的特色农业发展经验,因地制宜的提出了绍兴市特色农业发展的方向。优秀国内特色农业发展案例,主要高度概括分析了新疆瓜果、东北大米、山东白菜和云南花卉的优势经验。而国外特色农业的发展则更偏重于先进理念的介绍,欧洲生态农业、西班牙观光休闲农业,是一种“健康”、“绿色”的农业理念融入。而以色列节水灌溉农业和荷兰设施农业则更多的侧重的是“科技”理念,弥补农业生产过程中的不足条件。新西兰特色畜牧业是特色农业“专业化”经营达到最大化的体现。第六章节针对绍兴市特色农业发展的制约因素,从物质资本的改革,社会资本创新和人力资本构建三个方面针对性的给出了绍兴市发展特色农业的相应对策建议。物质资本建议措施主要有根据绍兴市实际情况提出的特色企业并购,不断调整产业结构,增加龙头企业集聚,从而完善市场体系。而社会资本的创新则更多的偏向于金融平台、科学技术和特色品牌的不断构建和完善。人力资本的构建要求农业从业者不断转变“小农”意识,倡导现代特色农业理念,注重人才的引进培养。
