【摘要】:江苏省作为全国体育大省和竞技体育强省,在过去的几十年中江苏的篮球一直处于较高的发展水平,江苏男、女篮球队也居于强队行列。然而,近些年来江苏省内的篮球裁判员队伍出现断层现象,这势必影响到江苏省篮球运动的可持续发展。在篮球比赛中,作为比赛重要组成部分的裁判员的临场执法水准往往对一场比赛有着非常重要的影响。本课题对江苏篮球裁判员的培养机制和模式做了研究和探讨,研究有助于加强江苏省篮球裁判队伍的建设和发展。本研究对江苏省一级以上篮球裁判员队伍的现状做了调查和分析,对目前江苏省篮球裁判员培养机制以及在培养过程中存在的问题进行了剖析思考,并提出了进一步完善江苏省篮球裁判员培养机制的意见和建议。研究结果表明:一、江苏省裁判员队伍的年龄主要集中在20-44岁之间,是一支以教师为主体的具有高等学历队伍,裁判员最初的培训单位在高等院校,高校在江苏省篮球裁判的培养中占据着重要地位。其它各级篮球裁判员由江苏省体育局和各市体育局和篮协负责进行培训和考核。二、江苏省篮球裁判员队伍分布地区情况不平衡,男女裁判员比例严重失调,篮球一级裁判员基数相对较大,执裁职业篮球联赛裁判员比例较小,优秀裁判员的培养出现年龄结构断层,裁判员结构不合理;裁判员培养时间长、次数少,培训形式相对单一而且考核系统还不够完善,对于高校学生裁判员的培训力度较小。三、根据江苏省裁判员队伍中存在的问题,提出江苏省篮球裁判员培养系统初步的构建。通过江苏省体育局与各高校的紧密配合,建立较完善的裁判员培养体系,这个体系的建立对江苏省篮球裁判队伍的年轻化、均衡化和裁判员队伍整体水平的提高有着重要的意义。四、江苏省政府体育管理部门应高度重视高校篮球裁判员培训工作,给予物质上的保障和政策上支持,招聘或培养一些工作能力较强的高级裁判员担任高校裁判员培养的指导老师,并支持他们对裁判科研工作的研究。五、江苏省体育局强化同各市体育局与高校之间的合作交流,协调解决江苏省篮球裁判员培训中存在的问题,逐步完善江苏省篮球裁判员考核体系,使裁判员考核与晋升更科学、合理。六、江苏省各级体育协会应协同合作,有效的整合、分配现有资源,为篮球裁判员提供更多有用的信息平台,拓宽裁判员视野,加深裁判员对最新规则的学习和深层理解。可运用网络初步建立相互学习和交流的平台,定期举办不同主题的学术交流与执裁活动。七、江苏省政府要多举办和承办高水平赛事,提高比赛水平,提高裁判员执裁能力与视野,加强国际交流,提高裁判员对外交际能力及对最新规则的理解能力。要积极学习国际赛事的运作营销模式,活跃地方篮球市场氛围,促进中国篮球事业的蓬勃发展。八、江苏省体育政府管理部门应建立裁判员培训基地,对业务能力强,思想品德好的篮球裁判员进行定期轮训,尽快让让一部分优秀的裁判员脱颖而出。
[Abstract]:Jiangsu Province, as the large province of sports and sports industry in the past few decades, Jiangsu has been in the development of higher level basketball, the Jiangsu men, women's basketball teams in the ranks of the teams. However, in recent years Jiangsu Province basketball referees appear fault phenomenon, which is bound to affect the sustainable development of Jiangsu Province basketball in the basketball game, as an important part of the law enforcement level of referees spot often on a game is very important. The research and exploration of the subject mechanism and mode of training of basketball referees in Jiangsu, the research helps to strengthen the construction and development of the basketball referee team in Jiangsu Province. This study the investigation and analysis of the current status of Jiangsu province at or above the level of basketball referees, the Jiangsu Province basketball referee training mechanism and existing in the training process. The analysis and thinking, put forward to further improve the training mechanism of Jiangsu Province Basketball Referees' comments and suggestions. The results show that: first, Jiangsu province referees are mainly concentrated in the age between 20-44 years old, is a teacher as the subject of higher education team, the first referee training units in Colleges and Universities plays an important role in the cultivation of basketball referees in Jiangsu. The other levels of basketball referees from the Jiangsu Provincial Sports Bureau and the Municipal Sports Bureau and the basketball association is responsible for training and assessment. Two, Jiangsu Province basketball referees regional distribution imbalance, the proportion of men and women referees basketball referees a serious imbalance, the base is relatively large, judging occupation the basketball referees were smaller, training the referee's fault in age structure, unreasonable structure of referee referee training; a long time, the number of Less, relative to a single form of training and assessment system is not perfect, for college student referees training is small. Three, according to the existing problems in the team of referees in Jiangsu Province, proposed to construct a system of preliminary training in Jiangsu Province basketball referee. By close cooperation with colleges and universities in Jiangsu Province Sports Bureau, established a referee training system the establishment of this system, the Jiangsu Province basketball referee team younger, plays an important role in the overall level of equalization and the referees improved. Four, the Jiangsu provincial government sports management departments should attach great importance to the college basketball referee training, support material security and policy, as the referee training or recruitment the cultivation of ability of senior referee instructor, and support their research on the referee research work. Five, the Jiangsu Provincial Sports Bureau strong Between the municipalities with Sports Bureau and university cooperation, coordinate and solve the Jiangsu Province basketball referee training issues, and gradually improve the appraisal system of Jiangsu Province basketball referee, the referee assessment and promotion of more scientific and reasonable. In six, Jiangsu province all levels of Sports Association should collaboration, effective integration, allocation of existing resources, to provide more useful information platform for basketball referee, referee referees to broaden the horizons and deepen the new rules of learning and deep understanding. Can establish mutual learning and exchange the network platform, regularly held different topics of academic exchanges and enforcement activities. In seven, the Jiangsu provincial government to organize and undertake the high level events. To improve the level of competition, improve the referee ability and vision, strengthen international exchanges, improve communication skills and ability to understand foreign referees on the new rules to learn international. The operation mode of marketing events, active in the local basketball market atmosphere, promote the vigorous development of China basketball. In eight, the Jiangsu provincial government sports management departments should establish the training base of basketball referee business ability, good moral conduct regular training, as soon as possible to make a part of the outstanding talent shows itself.
