【摘要】:2013年,国家明确提出要深化电力体制改革,通过改革释放制度红利。实施电力改革,那么输配分离是必然,按照国外电力改革经验,无论采取哪种模式,必将使电网的成本构成和利润更加透明,将大大降低电网企业获得超额收益的可能性,因此,需要对白银供电公司的发展战略进行新的规划。白银供电公司坐落于陇中重要城市白银市,属于国家电网甘肃省电力公司第二大分公司。按照战略规划的原理,论文分析了白银供电公司的内外部环境,不断推进的政治体制改革和依法治国将会为白银供电公司的发展创造越来越好的条件,兰白都市圈的建设将会为白银供电公司提供强劲的外部经济环境,丰富的矿产和农业资源的开发也离不开电力的支撑,电力体制改革将会增强供电公司客户和供应商的议价能力。在宏观经济发展放缓的情况下,电力需求增长也会放缓,但是电力供应将会朝着有利于供电公司的方向发展。白银供电公司的战略资源主要是拥有的电网资源,能力是强大的输电、变电、配电能力,公司的核心竞争力就是专业高效的输电、变电和配电能力和相应的管理、服务能力。白银供电公司的优势包括拥有多层次、系统化、深入布局的电网资产,安全、高效的输电能力,体系完整的变电能力,全方位的城市、农村配电能力,供电服务能力和区域内的自然垄断地位。劣势包括部分电网线路老化设施陈旧,乡镇供电所管理比较落后,员工人才梯队不强,电力营销水平较弱,电力服务质量和方式不高,公司整体管理绩效较低。未来面临的发展机会包括:兰白都市圈的统一规划,网内区域丰富能源、矿藏资源的工业化开发,国家政治体制改革释放制度红利和“依法治国”优化经营环境。未来发展面临的威胁包括:国家禁止电力公司多经产业(混合经营),宏观经济发展增速放缓,电力需求增长放缓,供应商的讨价还价能力会逐渐提高以及客户的讨价还价能力会不断提高。论文在分析了白银供电公司的内外部环境和优势、劣势、面临的机会和威胁以及公司的使命和愿景的基础上,认为白银供电公司的发展战略应该是稳定增长战略。论文研究了白银供电公司发展战略的实施策略,这主要包括:多种渠道筹引资金促进电网升级,促进乡镇供电所的标准化建设和专业管理,加强培训打造复合型员工人才梯队,建设“大营销”体系以提升营销能力,以“电力片警”模式构建网格化优质服务,建设协同管理体系以提升整体绩效。论文研究了白银供电公司发展战略实施的保障和控制措施:重视公司领导的关键作用,积极关注企业环境的变化,及时评价战略实施的效果。
[Abstract]:In 2013, the state clearly proposed to deepen the reform of the power system, through the reform to release the system dividend and implement the electric power reform, then the separation of transmission and distribution is inevitable. According to the experience of foreign power reform, no matter which mode is adopted. It will make the cost composition and profit of power grid more transparent, and will greatly reduce the possibility of power grid enterprises to obtain excess income. Baiyin Power supply Company is located in Baiyin City, an important city in Longzhong. It belongs to the second branch of Gansu Electric Power Company of State Grid. According to the principle of strategic planning, Baiyin Power supply Company is located in Baiyin City, an important city in Longzhong. The paper analyzes the internal and external environment of Baiyin Power supply Company, the continuous promotion of political system reform and the rule of law will create more and more favorable conditions for the development of Baiyin Power supply Company. The construction of Lanbai Metropolitan area will provide a strong external economic environment for Baiyin Power supply Company. The development of rich mineral and agricultural resources can not be separated from the support of electricity. The reform of the power system will enhance the bargaining power of the customers and suppliers of power supply companies, and the growth of electricity demand will also slow down in the light of the slowdown in macroeconomic development. But the power supply will develop in favor of the power supply company. The strategic resource of the silver power supply company is mainly the power grid resource, the ability is the strong transmission, the transformation, the distribution ability. The core competitiveness of the company is professional and efficient transmission, substation and distribution capacity and corresponding management and service capabilities. Silver power supply company's advantages include multi-level, systematic, in-depth distribution of grid assets. Safety, efficient transmission capacity, complete system of power transmission, all-around urban and rural distribution capacity, power supply service capacity and natural monopoly status in the region. The management of township power supply station is relatively backward, the staff talent echelon is not strong, the level of electric power marketing is weak, the quality and mode of electric power service is not high. The overall management performance of the company is low. The future development opportunities include: the unified planning of Lanbai metropolitan area, rich energy resources in the network, industrial development of mineral resources. The reform of the state's political system releases institutional dividends and "administering the country according to law" to optimize the operating environment. The threats to future development include: the state prohibits power companies from operating more than one industry (mixed operation and slowing down the growth rate of macroeconomic development). The power demand will slow down, the bargaining power of suppliers will be gradually improved and the bargaining power of customers will be improved. The paper analyzes the internal and external environment, advantages and disadvantages of Silver Power supply Company. Based on the opportunities and threats faced by the company and the mission and vision of the company, it is considered that the development strategy of Baiyin power supply company should be a stable growth strategy. The paper studies the implementation strategy of the development strategy of Baiyin power supply company. This mainly includes: a variety of channels to raise funds to promote the upgrading of the power grid, to promote the standardized construction of township power supply and professional management, strengthen training to create a compound staff echelon. To build a "big marketing" system to enhance the marketing ability, "power slice alarm" model to build a grid of high-quality services. This paper studies the protection and control measures of the development strategy implementation of Baiyin Power supply Company: pay attention to the key role of the company leadership, and actively pay attention to the change of the enterprise environment. Evaluate the effect of strategy implementation in time.
