L电力生产企业绩效考核指标体系的完善

【摘要】:经济全球一体化的不断发展与进步,使得各行各业之间的竞争不断加剧上演。各个企业之间的竞争已经从低端的、初级的产品质量竞争,转向高端的,有技术含量的知识产品竞争和创新的竞争,更是人才的竞争,企业要想获得有后劲的发展,持续的进步,对人才的培养和激励成为重中之重[1]。绩效考核现广泛应用于人力资源的管理中,推动了企业人力资源管理的发展。绩效考核指标体系的建立和应用,能够将员工的创造性以及积极性充分激发出来,从而使得企业能够获得长足发展进步,提高企业的竞争力。从20世纪90年代,我国电力行业开始了突飞猛进的发展,在能源供给方面起到了重要的作用。随着电力行业的发展进步,一些问题也随之浮现。为了更好的促进电力行业的健康发展,我国政府出台了一系列整治措施,建立现代化电力企业,确保服务优质,资产优良,业绩优秀,并且建立了大营销、大规划、大建设、大运作、大检修的五大体系,同时加强人力物力财力的集约化管理以及集团化作用,使得电力生产企业从传统的人事管理过渡到现代企业管理模式[2]。电力体制改革改变了传统电力管理模式,地方电力生产企业绩效考核指标体系的完善,要以电力体制改革发展方向相符合,从而在改革背景下,更好的促进电力企业的发展进步。L电力生产企业是我国典型的电力生产企业,面对电力体制改革,也开始逐步建立绩效考核指标体系。经过一段时间的发展,虽然取得了一定的效果,并且初步建立起了绩效考核指标体系,但是其中仍然存在很多的问题亟待解决,并对绩效考核指标体系进行完善。本文通过查阅大量国内外对绩效考核指标体系的研究,运用文献分析法、理论分析法以及实证研究法等方法,结合L电力生产企业的现行的绩效考核指标体系,对L电力生产企业绩效考核指标体系进行了完善,并取得了良好的效果,这不但为L电力生产企业未来的发展提供了软实力的支持,同时也为其他电力生产企业绩效考核指标体系的完善提供参考依据。
[Abstract]:With the continuous development and progress of global economic integration, the competition between various industries has been intensified. The competition among enterprises has shifted from low-end, primary product quality competition to high-end, The competition of knowledge products with technological content and the competition of innovation is even more the competition of talents. If enterprises want to obtain the development with the stamina, they will make continuous progress. The cultivation and encouragement of talents have become the top priority [1] .Performance appraisal has been widely used in the management of human resources, which has promoted the development of human resources management in enterprises, and the establishment and application of performance appraisal index system. In 1990s, the electric power industry of our country began to develop by leaps and bounds. It has played an important role in energy supply. With the development and progress of the power industry, some problems have emerged. In order to better promote the healthy development of the power industry, the Chinese government has issued a series of remedial measures. The establishment of modern electric power enterprises to ensure quality service, good assets, outstanding performance, and the establishment of a large marketing, planning, construction, operation and overhaul of the five major systems, At the same time, we should strengthen the intensive management of manpower, material and financial resources as well as the role of collectivization, which makes the electric power production enterprises transition from the traditional personnel management to the modern enterprise management mode [2]. The reform of the electric power system has changed the traditional electric power management mode. In order to perfect the performance appraisal index system of local electric power production enterprises, it is necessary to conform to the direction of development of the reform of the electric power system, so that under the background of the reform, Better promote the development and progress of electric power enterprises. The electric power production enterprises are typical electric power production enterprises in our country. In the face of the reform of the electric power system, they have also started to set up the performance appraisal index system step by step. After a period of development, Although some results have been achieved and a performance appraisal index system has been initially established, there are still many problems to be solved. Through consulting a large number of domestic and foreign research on the performance appraisal index system, using the methods of literature analysis, theoretical analysis and empirical research, etc. Combined with the current performance appraisal index system of L electric power production enterprise, the performance evaluation index system of L electric power production enterprise has been improved, and good results have been obtained. This not only provides soft power support for the future development of L electric power production enterprises, but also provides reference basis for the improvement of performance evaluation index system of other power production enterprises.
