安徽省跨境电商发展模式比较研究

【摘要】:自2008年金融危机爆发以来,全球经济复苏乏力,贸易保护主义抬头,中国出口面临巨大挑战,传统外贸增速放缓。安徽省外贸增速呈逐年降低趋势,传统外贸的大订单、长期订单开始逐步替换成碎片化的中小订单、短期订单。随着互联网科技的进步和应用的普及,我国的跨境电商贸易保持着快速增长,跨境电商相比于传统外贸具有环节少、成本低、周期短等特点,跨境电商被认为是我国外贸发展的重要趋势。国家也倡导以互联网为平台,利用信息技术带动传统行业的升级换代,进行制度和模式的创新发展。安徽合肥作为国家第二批跨境电商综合试验区,需要不断探索相关政策体系和管理制度,推广杭州模式,创建"单一窗口"综合监管服务平台,通过创新模式为外贸的发展提供新的营销渠道。安徽跨境电商与沿海地区的发展差距较大,发展模式的影响因素也各不相同,通过分析本省跨境电商的现状,发现现实中存在的问题,找出解决办法,为安徽省的跨境电商发展模式提出一些优化建议,是本文研究的重点。本文以跨境电商主流发展模式B2B和B2C为研究对象,首先了解跨境电商的概念和特征,在综合国内外学者研究的基础上,运用比较优势理论、全球价值链理论、交易费用理论和产业聚集理论,阐述跨境电商相比于传统外贸具有的新比较优势,在全球价值链中环节少、交易成本低、周期短等特点,契合国家产业转移战略,确定跨境电商具有时代特征,符合产业发展趋势。其次,通过研究安徽外贸的现状,以及跨境电商的发展阶段、规模和企业类型,客观地认识安徽所处的外贸环境。安徽的产品结构以劳动密集型为主,产品附加值低,需要大力发展机电产品和高科技产品。再次,通过认识跨境电商平台的类型和各平台的优劣势,分析B2B和B2C模式在安徽跨境电商中的发展状况,阐述模式选择的影响因素包括企业内部因素:企业实力和战略规划、跨境电商人才、产品和品牌、以及企业经营能力;外部因素:法律法规、管理机制、产业环境和市场环境,进而发现安徽跨境电商发展模式的问题有内部问题和外部问题。通过举例安徽省和浙江省的电商产业集群、跨境电商企业,认识到安徽与沿海发达地区相比差距较大。最后,文章以B2B和B2C两个模式为核心,分别阐述跨境电商发展模式下,B2B模式的优化对策有:提升产品竞争力、推动产业群发展、加强品牌建设;B2C模式下建立政策环境、引进和培养跨境电商人才、加强企业经营能力。另外,两种模式之外,互联网的快速发展,发展模式之间的界线变得模糊,跨境电商的发展需要模式的创新。
[Abstract]:Since the financial crisis broke out in 2008, the global economic recovery has been weak, trade protectionism is on the rise, China's exports are facing enormous challenges, and traditional foreign trade growth is slowing.The growth rate of Anhui's foreign trade is decreasing year by year. The large orders of traditional foreign trade, the long-term orders begin to be replaced by small and medium-sized orders and short-term orders.With the development and popularization of Internet technology, cross-border e-commerce trade in China has maintained a rapid growth. Compared with traditional foreign trade, cross-border e-commerce has the characteristics of less links, lower cost and shorter cycle.Cross-border e-commerce is regarded as an important trend in the development of China's foreign trade.The country also advocates the Internet as a platform, using information technology to promote the upgrading of traditional industries, and to innovate and develop systems and models.Anhui Hefei, as the second batch of national cross-border e-commerce comprehensive experimental area, needs to continuously explore relevant policy system and management system, promote Hangzhou model, and create a "single window" comprehensive supervision service platform.Through the innovative mode for the development of foreign trade to provide new marketing channels.The development gap between Anhui cross-border ecommerce and coastal areas is large, and the influencing factors of development mode are also different. By analyzing the current situation of cross-border e-commerce in Anhui Province, we can find out the problems in reality and find out the solutions.It is the focus of this paper to put forward some optimized suggestions for the development mode of cross-border e-commerce in Anhui Province.This paper takes B2B and B2C, the mainstream development model of cross-border e-commerce, as the research object. First of all, we understand the concept and characteristics of cross-border ecommerce, apply comparative advantage theory and global value chain theory on the basis of synthesizing domestic and foreign scholars' research.Transaction cost theory and industry agglomeration theory, expound the new comparative advantage of cross-border e-commerce compared with traditional foreign trade, in the global value chain, the characteristics of less links, lower transaction cost, shorter cycle, and so on, which are in line with the national industrial transfer strategy.Determine that cross-border e-commerce has the characteristics of the times, in line with the trend of industrial development.Secondly, by studying the current situation of Anhui foreign trade, and the development stage, scale and enterprise type of cross-border e-commerce, we can objectively understand the foreign trade environment in Anhui.Anhui's product structure is labor-intensive, low added-value products, the need to vigorously develop mechanical and electrical products and high-tech products.Thirdly, by understanding the types of cross-border e-commerce platforms and the advantages and disadvantages of each platform, this paper analyzes the development of B2B and B2C models in Anhui cross-border e-commerce, and expounds that the influencing factors of mode selection include internal factors: enterprise strength and strategic planning.Cross-border e-commerce merchants, products and brands, as well as business ability; external factors: laws and regulations, management mechanisms, industrial environment and market environment, and then found that there are internal and external problems in the development model of cross-border e-commerce in Anhui.Based on the examples of e-commerce industrial clusters in Anhui Province and Zhejiang Province, cross-border e-commerce enterprises, it is recognized that the gap between Anhui and developed coastal areas is large.Finally, taking B2B and B2C as the core, the paper expounds the optimization countermeasures of B2B model under the development mode of cross-border e-commerce, which are as follows: to enhance the competitiveness of products, to promote the development of industrial clusters, to strengthen brand building and to establish a policy environment under the B2C model.Introduction and training of cross-border electricity business talent, strengthen enterprise management ability.In addition, with the rapid development of the Internet and the blurring of the boundary between the two models, the development of cross-border e-commerce requires innovation.
