铁岭银行综合积分系统项目外包风险管理研究

【摘要】:近年来,随着各商业银行纷纷将业务重心转向零售业务,银行零售业务的发展不断壮大,市场竞争愈加激烈,各家银行更是史无前例地加大了零售业务的市场营销力度。其中,围绕客户综合积分系统项目的尝试与应用得到了积极的创新与发展。在铁岭银行以客户为中心的零售业务营销战略中,综合积分系统项目的建设不仅对铁岭银行零售客户精准营销策略具有促进作用,也有利于铁岭银行营销费用的标准化管理,有利于促进营销资源的合理使用与分配,以便于起到对各项零售业务进一步推广的作用。目前铁岭银行业务覆盖区域内同类型产品尚属空白,铁岭银行应把握市场先机,尽快推出综合积分系统,掌握优质客户资源,快速占有市场,进一步提升铁岭银行的品牌知名度。综合积分系统对于提高银行产品竞争力,扩大品牌知名度至关重要,但铁岭银行在综合积分系统项目的开发建设中面临多重困难,需委托社会中专门从事金融服务行业的企业进行外包处理,最终实现提高核心竞争力、规避业务风险、控制成本及实现专业化战略等目标。然而金融服务外包是一把“双刃剑”,在给铁岭银行带来好处的同时,也带来了不可避免的风险,因此如何识别和控制金融服务外包风险是商业银行面临的重要课题。论文以项目风险管理理论为指导依据,以铁岭银行综合积分系统项目为研究对象,对其金融服务外包的风险管理展开了全面的研究。首先通过现阶段先进的风险管理、项目管理以及金融业务外包风险领域的研究理论,充分依据铁岭银行的综合积分系统业务外包的实际情况,对现阶段的积分外包业务进行概述,并论述了金融服务外包的优点与缺点;其次,通过运用多种项目管理方法,从银行内部及外部进行风险因素的识别,然后运用风险矩阵法对识别出的风险因素进行系统度量,从分析单个风险因素的重要性和整体风险的大小着手进行风险评估;再次,通过指出综合积分系统项目外包风险控制的总体目标和原则,在项目外包风险评估的基础上,设计出包括对风险的识别、评估和控制领域对应的管控方法和方案;最终从技术、组织、质量制度领域方面提供保障和支持,具体给出铁岭银行综合积分系统项目外包风险控制方案实施措施。本文力求能够在一定程度上帮助金融机构合理识别、规避和控制金融服务外包风险,使研究问题具有较好实用价值,为金融机构制定项目外包战略提供参考,为金融机构项目外包风险管理工作提供实用而有效的管理模式,为外包服务的风险管理给予科学的研究,逐步的提升风险管理的效果和能力,从而推进我国金融服务外包业务的健康有序发展。
[Abstract]:In recent years, with the commercial banks have shifted their business focus to retail business, the development of bank retail business is growing, the market competition is becoming more and more fierce, and each bank has increased the marketing intensity of retail business in an unprecedented way. Among them, the attempt and application around the customer integrated integral system project has been actively innovated and developed. In the marketing strategy of Tieling Bank's customer-centered retail business, the construction of the integrated integral system project not only promotes the precise marketing strategy of Tieling Bank retail customers, but also contributes to the standardized management of the marketing expenses of Tieling Bank. It is helpful to promote the rational use and distribution of marketing resources so as to further promote the retail business. At present, the same type of products in the business coverage area of Tieling Bank are still blank. Tieling Bank should grasp the market opportunity, launch a comprehensive integral system as soon as possible, master high-quality customer resources, and quickly occupy the market. Further enhance the brand awareness of Tieling Bank. The integrated integral system is very important to improve the competitiveness of bank products and expand the brand popularity. However, Tieling Bank faces many difficulties in the development and construction of the integrated integral system project. It is necessary to entrust the enterprises specialized in the financial service industry to deal with outsourcing so as to achieve the goal of improving the core competitiveness avoiding business risks controlling costs and realizing the specialized strategy. However, financial service outsourcing is a "double-edged sword", which not only brings benefits to Tieling Bank, but also brings unavoidable risks. Therefore, how to identify and control the risks of financial service outsourcing is an important issue facing commercial banks. Based on the project risk management theory and the integrated integral system project of Tieling Bank, this paper makes a comprehensive study on the risk management of financial service outsourcing. First of all, through the advanced risk management, project management and financial business outsourcing risk research theory, fully based on the Tieling Bank's integrated integral system outsourcing of the actual situation. This paper summarizes the integral outsourcing business at the present stage, and discusses the advantages and disadvantages of financial service outsourcing. Secondly, through the use of various project management methods, the risk factors are identified from inside and outside the bank. Then using the risk matrix method to measure the identified risk factors systematically, from the analysis of the importance of individual risk factors and the size of the overall risk for risk assessment; again, Through pointing out the overall goal and principle of risk control of integrated integral system project outsourcing, on the basis of risk assessment of project outsourcing, the corresponding control methods and schemes in the field of risk identification, evaluation and control are designed, and finally, the corresponding control methods and schemes in the field of risk identification, evaluation and control are designed. Organization and support in the field of quality system. The implementation measures of outsourced risk control scheme for Tieling bank integrated integral system project are given in detail. This paper tries to help financial institutions to identify, avoid and control the risks of financial service outsourcing to a certain extent, so that the study of the problem has a better practical value, and provide a reference for financial institutions to formulate project outsourcing strategy. To provide a practical and effective management model for the outsourcing risk management of financial institutions, to provide scientific research for the risk management of outsourcing services, and to gradually enhance the effectiveness and ability of risk management. So as to promote the healthy and orderly development of financial services outsourcing business in China.
