新电力体制改革下H售电公司的发展战略研究

【摘要】:随着售电侧改革的持续深入,售电市场化进程正在迅猛向前。售电业务作为电力消费的核心环节,既是电力生产的出口,又是用户服务的入口,因此成为了资本投资追逐的热点。综观2016年售电市场改革脉络,各方参与主体已经形成了一个多元化的竞争格局,提前布局售电业务的企业通过竞价交易已经取得了成果颇丰的收益,新一轮电改的巨大红利正在持续释放。但是受电改初期具体交易机制不健全,售电公司准入与退出流程机制不完善等政策因素的影响,以及多数售电公司存在发展战略不明晰,缺乏竞争性电量营销经验,相关专业人才储备不足等状况,售电企业仍然面临着极大的运营压力以及战略风险。基于这样的行业背景,本文通过对一家传统发电企业所属售电公司的全面剖析,着重研究了以下几方面内容:(1)梳理新一轮电改的各项政策,分析售电行业现状,总结售电公司的未来发展趋势。(2)利用波特五力模型、SWOT分析法等方法,对研究对象进行战略发展分析,总结该企业面临的风险和机遇,为售电公司的运营提供参考和帮助。(3)结合企业自身实际情况,为售电企业转型综合能源服务商的发展战略,提出增强营销能力,调整组织结构,优化资金配置,加快专业人才储备培养等保障措施。
[Abstract]:With the continuous deepening of the reform of the power sale side, the marketization process of the electricity sale is moving forward rapidly. As the core link of electricity consumption, electricity sale is not only the export of electricity production, but also the entrance of customer service, so it has become a hot spot in the pursuit of capital investment. Looking at the context of the electricity market reform in 2016, the parties involved have formed a diversified competition pattern, and enterprises that have arranged their electricity sales business ahead of time have already made fruitful gains through bidding transactions. The huge dividend of a new round of electricity reform is continuing to be unleashed. However, due to some policy factors, such as imperfect trading mechanism in the early stage of electricity reform, imperfect mechanism of access and exit process for power sale companies, and lack of competitive marketing experience, most of the power sale companies have unclear development strategies and lack of competitive electricity marketing experience. With the shortage of related professionals, the enterprises are still facing great operational pressure and strategic risks. Based on the background of this industry, this paper, through a comprehensive analysis of the power sale company owned by a traditional power generation enterprise, focuses on the following aspects: 1) combing the policies of the new round of electricity reform, and analyzing the current situation of the electricity sales industry. Summing up the future development trend of the power sale company. (2) using the Porter five Force Model and SWOT analysis method, the strategic development analysis of the research object is carried out, and the risks and opportunities faced by the enterprise are summarized. To provide reference and help for the operation of the power sale company. (3) combining with the actual situation of the enterprise, this paper proposes to strengthen the marketing ability, adjust the organizational structure, and optimize the allocation of funds for the development strategy of the comprehensive energy service provider in the transformation of the power sale enterprise. Speed up professional talent reserve training and other safeguards.
