货改条件下分界口车流组织优化及对策研究

【摘要】:受我国经济下行压力的影响和公路、航空等多种运输方式的竞争,我国铁路货运量虽然保持增长,但是增速正在逐年减缓。为了应对压力和挑战,提高铁路运输的市场竞争力,我国铁路开展了货运组织改革。货改对传统铁路运输组织方法提出了新的要求,因此亟需针对货改条件下的铁路运输组织方法优化进行研究。论文提出了分界口的定义和研究分界口车流组织的重要作用,总结出了我国铁路主要分界口的基本信息,分析了我国铁路局主要分界口交接车作业量现状,分析了我国铁路局间分界口的空车车流流向,分析了菜单调度命令和迂回调度命令这两种总公司常用的车流组织方法。从装车、卸车、机车机班、区段通过能力限制、编组站作业、奖励考核机制等六个方面分析了影响分界口交接车的主要因素。论文从货运办理程序、货运计划编制、货运定价策略、铁路服务、市场营销策略等五个方面分析了进行货运组织改革的必要性,归纳了铁路货运组织改革的基本思路和主要目标。从需求受理及实货核实、货物运输计划编制、日常装车管理与运力保障机制等三个方面对比分析了铁路货运组织改革和传统货运组织方法的不同。从车流流向的复杂性、运到时限和客户个性化需求等三个方面总结出铁路货运组织改革对分界口车流组织的影响。论文从铁路货运的服务水平和运营收益两个方面定义了分界口交接车效益,从落实货运组织改革-诱导车流产生-制定分界口交接车方案-获得运营效益的基本流程描述了货改条件下分界口交接车方案优化问题,选择服务水平变化和运营收益变化作为分界口交接车方案的优化目标,分析了模型的约束条件,构建了分界口交接车方案优化模型,并基于第1、2类别列车在车站和限制区间对第3类列车通过能力的扣除,设计了求解模型的算法。论文分析了成都铁路局和西安铁路局的广元分界口和达州分界口的交接车现状,针对广元站和达州站的通过能力构建分界口交接车方案优化模型,通过查阅相关资料确定了模型相关参数,计算第1、2类货物列车交接对第3类货物列车交接的扣除,并运用lingo求解软件进行计算,最终得到分界口交接车优化方案。论文在总结铁路运输调度一线工作经验和资料文献分析的基础上,从强化全路统一调度指挥、优化分界口交接车方案、加强装卸车组织力度和建立健全应急运输组织预案等四个方面提出铁路运输分界口车流组织优化对策建议。
[Abstract]:Under the influence of the downward pressure of our economy and the competition of many transportation modes such as road and aviation, the railway freight volume of our country keeps increasing, but the growth rate is slowing down year by year. In order to meet the pressure and challenge and improve the market competitiveness of railway transportation, the freight transport organization reform has been carried out in our country. The freight reform has put forward new requirements to the traditional railway transportation organization method, so it is urgent to study the optimization of the railway transportation organization method under the freight reform condition. This paper puts forward the definition of the boundary port and the important role of studying the traffic flow organization of the boundary port, summarizes the basic information of the main railway boundary port of our country, and analyzes the present situation of the traffic volume of the main intersecting intersection in the railway administration of our country. In this paper, the flow direction of empty train flow at the boundary between railway administrations in China is analyzed, and the two common methods of train flow organization are analyzed, such as menu dispatching command and circuitous dispatching command. In this paper, the main factors affecting the acceptance of the vehicle are analyzed from six aspects: loading, unloading, locomotive shift, section passing capacity limitation, marshalling yard operation, and reward assessment mechanism. This paper analyzes the necessity of freight transport organization reform from five aspects: freight handling procedure, freight planning, freight pricing strategy, railway service, marketing strategy, etc. The basic ideas and main objectives of railway freight transport organization reform are summarized. The differences of railway freight organization reform and traditional freight organization methods are compared and analyzed from three aspects: demand acceptance and actual goods verification, cargo transportation plan compilation, daily loading management and transportation capacity guarantee mechanism. This paper summarizes the influence of railway freight organization reform on the traffic flow organization at the boundary port from three aspects: the complexity of the flow direction, the time limit to transport and the customer's individualized demand. In this paper, the benefits of service level and operating income of railway freight are defined. From the basic process of carrying out the reform of freight transportation organization, inducing the production of vehicle flow and formulating the plan of receiving cars by dividing the intersection, this paper describes the optimization problem of the plan of picking up the vehicles for the intersecting port under the condition of cargo reform, and the basic process of obtaining the operational benefits is described. The change of service level and operating income are selected as the optimization objectives of the plan, and the constraint conditions of the model are analyzed, and the optimization model of the plan is constructed. Based on the deduction of the passage capacity of the first class 2 train at the station and the restricted interval, the algorithm of solving the model is designed. The paper analyzes the present situation of the intersections of Chengdu Railway Bureau and Xi'an Railway Bureau, and constructs the optimization model of the intersecting trailers according to the capacity of Guangyuan Station and Dazhou Station. The model parameters are determined by consulting the relevant data, and the deduction of the transfer of the first class 2 cargo train to the third type freight train is calculated. Finally, the optimization scheme of the boundary oral crossover train is obtained by using the software of lingo to solve the problem. On the basis of summing up the working experience and literature analysis of railway transportation dispatching line, this paper strengthens the unified dispatching command of the whole railway line, and optimizes the train-taking scheme of the intersecting port. To strengthen the organization of the loading and unloading vehicle and to establish and perfect the emergency transportation organization plan, the paper puts forward the countermeasures and suggestions for the optimization of the traffic flow organization at the railway transportation boundary crossing.
