JL银行信息资产管理研究

【摘要】:企业通过制定战略规划、战略目标,通过具体的项目手段来落地执行,以最终建设完成的系统来实现战略远景。作为商业银行,应该切实建立一套适合并能够有利于提高自身的管理理念来适应市场竞争。监管的趋紧、利率市场化的推进、民营银行的异军突起以及传统银行在内外部管理方面的弊病,导致传统银行在面临更加激烈的市场竞争中颓势尽显。因此应该从自我角度审视企业的不足,同时也要着眼同业优秀管理制度建设,向国际大型、成功的知名银行看齐。金融银行业是国民经济的重要组成部分,随着银行业的日益开放、民营银行的日益兴起、互联网金融公司和产品的涌现和正负面舆论的过多关注,传统银行业受到了极大的竞争压力。很多大银行出现了大面积裁员和高管跳槽的问题。在众多压力下,互联网银行是传统银行业的最大竞争对手,而互联网银行利用在线服务的优势减少了物理网点建设及人工费用的巨大成本,充分体现了信息技术的巨大成本优势、效率优势,所减少的终端服务人员,例如柜员等很多被分流到营销岗位,这表明未来的趋势是将更多的与客户接触的渠道型工作(交易、推介)交给在线网络服务执行,与客户的沟通、维系挽留交给营销人员和在线客服执行,因此智能化信息服务是未来传统银行转型的重点。研究信息服务,必须以运营、维护信息资产为主线,通过对信息资产所作的工作,能够让企业在信息方面提升优势。信息资产应该可以根据指定的某些标准分类,而不单单取决于其使用次数的多少:应该根据使用部门的职能型特征分类,或者依据使用的范围分类,再或者是使用的瞬间长度分类。应用系统中的数据应该被建设为利用搜索,利于导入导出,利用用户访问,但是也要注意信息安全保护。信息资产作为资产的一个类别,应当成立专门的部门来管理和实施。信息资产具有一定的失效,而且别其他资产的时效性更为明显,例如普通固定资产有一定的折旧特征。信息资产的时效性更强调对信息分析的时效作用。是否具有一定的分析价值,取决于信息的新旧程度。JL银行信息资产管理工作在工作制度、组织结构、管理流程、管理平台等方面都有一定的建树。通过组织战略、高级管理层、项目组合和项目集的方式对信息系统项目建设做统筹规划,建立符合企业实际情况和监管规则的数据中心(两地三中心),对各项工作制定明确的工作办法、流程和制度。本文研究金融银行业信息资产管理,侧重通过对信息资产的研究,找到传统银行(以JL银行为研究样本)在当前市场竞争环境下自身存在的问题,分析问题的根源,并提出解决问题的方法,从而推动该银行信息资产建设,提高本银行的核心竞争能力。
[Abstract]:By making strategic plan, strategic goal and concrete project means, the enterprise can carry out the strategy and realize the strategic vision with the final construction of the completed system. As a commercial bank, it is necessary to set up a set of suitable management ideas to adapt to market competition. The tightening of supervision, the promotion of marketization of interest rate, the sudden emergence of private banks and the shortcomings of traditional banks in internal and external management lead to the decline of traditional banks in the face of more fierce market competition. Therefore, we should examine the shortcomings of enterprises from the perspective of ourselves, and at the same time, we should focus on the construction of excellent management system in the same industry, and be in line with the international large and successful famous banks. Financial banking is an important part of the national economy. With the opening of banking industry, the rise of private banks, the emergence of Internet financial companies and products and the excessive attention of positive and negative public opinion, The traditional banking industry is under great competition pressure. Many large banks have experienced widespread layoffs and the problem of senior executives switching jobs. Under so many pressures, Internet banks are the biggest competitors in traditional banking, and Internet banks use the advantage of online services to reduce the huge cost of physical network construction and labor costs. It fully reflects the huge cost advantage, efficiency advantage, reduced terminal service personnel, such as teller, and many of them are diverted to marketing positions, which indicates that the future trend is to make more channel work with customers (transaction, etc.). Introduction) to the implementation of online network services, communication with customers, retention to the marketing staff and online customer service implementation, so intelligent information services is the focus of the future transformation of traditional banks. To study information services, we must take operation and maintenance of information assets as the main line. Through the work done on information assets, enterprises can enhance their advantages in information. Information assets should be classified according to certain specified criteria, not only by the number of times they are used: they should be classified according to the functional characteristics of the user department, or by the scope of use, Or use the instantaneous length classification. The data in the application system should be constructed to make use of search, to import and export, to use user access, but also to pay attention to the protection of information security. As a category of assets, information assets should be managed and implemented by special departments. Information assets have certain invalidation, and other assets have more obvious timeliness, such as general fixed assets have certain depreciation characteristics. The timeliness of information assets emphasizes the time-effect of information analysis. Whether or not it has certain analytical value depends on the new and old degree of information. JL bank information asset management work in the work system, organizational structure, management process, management platform and so on have certain achievements. Planning information systems projects through organizational strategy, senior management, portfolio and project set, and establishing data centres (three centers) that are consistent with the actual situation of the enterprise and regulatory rules, Develop clear working methods, procedures and systems for all tasks. This paper studies the information asset management of financial banking, focusing on the study of information assets, to find out the existing problems of traditional banks (taking JL bank as the research sample) in the current market competition environment, and to analyze the root causes of the problems. In order to promote the construction of the bank's information assets and improve the core competitiveness of the bank, the paper puts forward the methods to solve the problem.
