【摘要】：正一、引言党的十八大以来,伴随江苏全面深化改革以及"两个率先"实践的不断深入,"建设新江苏,迈上新台阶"已彰显出划时代的战略意义和时代价值。当今的江苏,经济、政治、人文等各个方面都在发生着深刻的变化,发展前景充满了不确定性。在这种背景下,"建设新江苏"更加取决于政府的有效决策,政府的决策也更依赖于江苏新型智库体系的建设。相关文献已经注意到江苏新型智库体系建设对于江苏发展的重要性。然而,以往的研究多数集中在智库
