【摘要】：正文者,贯道之器也。机关文稿起草是一门综合性的学问。就工作而言,事关以文辅政作用的发挥,不单单是承载政令的传声筒;就个人而言,是一个人思想深度和认知高度的综合体现,不单单是遣词造句做文章。可以说,机关文稿起草必须行之有"道"。精心谋篇布局是首要大义。"道虽弥,不行不至;事虽小,不为不成。"机关文稿起草的关键在于周密策划、精心构思。这既要有全局眼光,又要有具体思路;既要深思熟虑,又要深谋远虑。
