【摘要】：行政管理人员的素质关系到行政管理绩效,直接影响到行政管理现代化的进程。对行政管理人员综合素质进行科学评价是提高行政管理水平的基础工作。因此,研究行政管理现代化及行政管理人员综合素质评价指标体系、评价方法,建立科学合理、操作性较强的行政管理人员综合素质评价指标体系,已成为各级领导和组织人事部门急需解决的重要课题。本文通过对行政管理人员综合素质进行系统分析,运用系统工程知识和模糊分析设计方法,建立了行政管理人员综合素质评价指标体系和多因素模糊综合评判决策模型,利用模糊综合评判的方法对行政管理人员综合素质进行评价,较好地解决了类似模糊决策的问题,为确定行政管理人员综合素质提供了科学依据。
[Abstract]:The quality of administrative personnel is related to the performance of administrative management and directly affects the process of modernization of administrative management. Scientific evaluation of the comprehensive quality of administrative personnel is the basic work to improve the level of administrative management. Therefore, it is necessary to study the evaluation index system of administrative modernization and the comprehensive quality of administrative personnel, to establish a scientific and reasonable index system for evaluating the comprehensive quality of administrative personnel, and to establish an evaluation index system of administrative personnel's comprehensive quality. Has become the leadership at all levels and the organization personnel department urgently needs to solve the important topic. Based on the systematic analysis of the comprehensive quality of the administrative personnel and the application of the system engineering knowledge and the method of fuzzy analysis and design, the evaluation index system of the comprehensive quality of the administrative personnel and the decision model of the multi-factor fuzzy comprehensive evaluation are established in this paper. Using the method of fuzzy comprehensive evaluation to evaluate the comprehensive quality of administrative personnel, the problem similar to fuzzy decision is solved well, which provides a scientific basis for determining the comprehensive quality of administrative personnel.
