研究院预算管理评价激励体系设计

【摘要】：研究院作为知识密集型的研究机构,对解决当前我国的经济问题、社会热点问题起到了至关重要的作用。随着当前国家对研究院的资金投入越来越大,研究院项目资金的管理也面临着更高的要求。目前,我国的很多研究院已经将预算管理工作应用到研究院项目资金的管理当中,但却往往忽略了基于研究院预算管理的评价体系和激励体系的管理,导致我国的很多研究院预算管理评价激励体系并不完善,直接影响了研究院预算管理的效果。本文将对基于研究院预算管理的评价体系和激励体系进行概述,分析当前研究院预算管理评价激励体系存在的问题,并提出提高我国研究院预算管理评价激励体系设计的方法。
[Abstract]:As a knowledge intensive research institution, the Institute has played a vital role in solving the current economic problems and social hot issues in our country. With the increasing investment in the Research Institute, the management of project funds in the Institute is also facing higher requirements. The rational work is applied to the management of the project fund of the Institute, but it often neglects the management of the evaluation system based on the budget management of the Institute and the management of the incentive system, which leads to the imperfect incentive system of the budget management evaluation in many research institutes in China, which directly affects the effect of the budget management of the Institute. The evaluation system and incentive system are summarized, the problems existing in the current research institute budget management evaluation incentive system are analyzed, and the methods to improve the design of the incentive system for the budget management evaluation of the Research Institute of China are put forward.
