[Abstract]:As an important measure to strengthen the construction of the organs, the target responsibility system has played an important role in the scientific and standardized management of the organs, the mobilization of the enthusiasm of the cadres and the masses of various departments, and the promotion of the overall work of the organs. However, the understanding and implementation of the target responsibility system is biased, which hinders the deepening of the target responsibility system of the organ, and also affects the scientific management method of objective management itself.
