国外公民参与城市治理的案例与借鉴价值

【摘要】：实现有效的政府治理,公民参与是必不可少的组成部分和社会资源。在城市政府层面,公民参与是实现城市政府有效治理的重要部分。美国、澳大利亚、英国等发达国家的一些城市治理中公民参与的案例具有共同特点:公民参与有法律基础和制度保障、有政府的引导作用、参与环节和链条比较完整、运用现代化手段促进参与等。在全球化进一步发展的背景和实现中国政府治理现代化的目标指引下,这些实践的共性特征对于推进中国城市政府治理中的公民参与具有一定借鉴价值。
[Abstract]:To realize effective government, citizen participation is an essential part and social resource. At the level of city government, citizen participation is an important part of the effective governance of city government. The United States, Australia. Some cases of citizen participation in urban governance in developed countries such as the United Kingdom have common characteristics: citizen participation has legal basis and system guarantee, has the guiding role of government, and the participation links and chains are relatively complete. Under the guidance of the background of the further development of globalization and the goal of realizing the modernization of Chinese government governance, we should promote participation by means of modernization. The common features of these practices have certain reference value for promoting citizen participation in urban governance in China.
