“社会精准治理”模式的现代性建构

【摘要】：任何类型的社会发展都必然具有非均衡性,所以才有区域"发展极"现象的发生;任何国家和地区都必然存在要素的结构性缺失和匮乏,所以才有经济与社会的"结构性空洞"——"短板效应"的产生。一个国家或区域社会发展的速度、水平、质量在很大程度上取决于对"短板问题"的治理能力。因此,分析并解决社会发展的"短板问题"是治理社会发展难题和困境的关键之一。从提升社会治理能力的视角出发,"社会精准治理"模式的现代性建构在于:一是"社会精准治理"模式范畴及现实需求的实践性;二是"社会精准治理"解决"短板问题"的切入点;三是现代风险社会控制语境下的"社会精准治理"的理论重构。
[Abstract]:Any type of social development must have disequilibrium, so there is the phenomenon of regional "development pole". Any country and region must have the structural deficiency and lack of elements, so there is the "structural void"-"short board effect" of economy and society, and the speed of social development in a country or region. The level of quality depends to a large extent on the ability to manage "short board problems". To analyze and solve the "short board problem" of social development is one of the keys to solve the difficult problems and predicaments of social development. The modern construction of the model of "social precision governance" lies in: first, the practicality of the category of "social precision governance" mode and the practical needs; The second is the breakthrough point of solving the problem of "short board" by "precise social governance"; The third is the theoretical reconstruction of "accurate social governance" in the context of modern risk social control.
