我国基层公务员职业倦怠问题及对策研究

【摘要】:随着经济的发展与改革步伐的推进,社会中的众多职业群体都产生不同程度的职业倦怠。在社会竞争日益激烈的今天,职业群体的工作压力达到了前所未有的程度,职业倦怠日益成为现代社会中一种普遍存在的现象。随着政府工作透明度的增加,公众参与度的提高以及政府职能的转变,公务员群体特别是基层公务员的工作越来越成为社会热议的焦点话题。基层公务员是各项公共事务的基础管理者,是政府职能得以实现的直接力量,他们当中的相当一部分人处于高压力的工作环境中,身心处于疲惫状态,这种状态不仅危害个人健康,还影响着组织效率。这在一定程度上对基层公务员工作的部署与开展带来的前所未有的压力与挑战,因此,加强这一群体职业倦怠问题的研究已经成为有效保障基层公务员身心健康,推动基层公共管理工作科学发展的当务之急。论文在对国内外职业倦怠相关研究进行梳理的基础之上提出了研究所需要的框架路线和研究方法。首先介绍了基层公务员职业倦怠的相关理论,并以潍坊市基层公务员为研究对象,进行实证研究,探究基层公务员职业倦怠的成因与表现。在对调查问卷的反馈中可以看出,基层公务员职业倦怠程度比较严重。不同性别、年龄、文化程度、婚姻状况、工作年限、职务等对基层公务员职业倦怠状况产生不同程度的影响。基层公务员职业倦怠的成因是多方面的,个人、组织、社会方面的因素都能导致基层公务员职业倦怠程度的不同。在探究职业倦怠成因的基础之上,本文还研究了对基层公务员职业倦怠进行干预的对策。对应成因,干预对策可以从个人、组织和社会三个层面进行研究。多措并举,才能取得良好的效果,为基层公务员职业倦怠提出切实可行的解决方法。
[Abstract]:With the development of economy and the promotion of reform, many professional groups in the society are producing different degrees of job burnout. Today, the social competition is increasingly fierce. Job pressure of professional groups has reached an unprecedented level, job burnout has increasingly become a common phenomenon in modern society. With the increase of transparency of government work. With the improvement of public participation and the transformation of government functions, the work of civil servants, especially grass-roots civil servants, has become a hot topic in the society. Grassroots civil servants are the basic managers of public affairs. It is a direct force to realize the functions of the government. Quite a few of them are in a high-pressure working environment and are in a state of mental and physical exhaustion, which is not only harmful to individual health. It also affects organizational efficiency. To some extent, this brings unprecedented pressure and challenges to the deployment and development of grass-roots civil servants. Strengthening the study of this group of job burnout has become an effective protection of the physical and mental health of grass-roots civil servants. It is urgent to promote the scientific development of grass-roots public management. Based on the research on job burnout at home and abroad, this paper puts forward the framework route and research methods needed by the research. Related theories of civil servants' job burnout. And Weifang City grass-roots civil servants as the research object, empirical research, to explore the causes and performance of grass-roots civil servants burnout. In the questionnaire feedback can be seen. Civil servants at the grass-roots level of job burnout is more serious. Different gender, age, education, marital status, working years. The causes of job burnout of grass-roots civil servants are various, individual and organization. Social factors can lead to the different degree of job burnout of grass-roots civil servants. On the basis of exploring the cause of occupational burnout, this paper also studies the countermeasures of intervention to the occupational burnout of grass-roots civil servants. The intervention countermeasures can be studied from three aspects: individual, organization and society. Only by taking multiple measures together, can good results be achieved, and practical solutions to job burnout of civil servants at the grass-roots level can be put forward.
