论中国国家治理的三元互动结构

【摘要】：本文试图从整体性视角出发建构中观层面的中国国家治理内在权力结构与运行机制。在基于统治集团、官僚集团与民众三方治理主体,正当性、合理性与合法性三元治理价值,意识形态、绩效与程序三重治理压力以及政治教化、晋升激励与法制建设三种治理手段的基础上,本文建构出当代中国国家治理中的"三元互动治理"结构,并指出"三元互动治理"结构的核心制度逻辑在于国家治理过程中三元主体在统治风险与有效治理两个维度上的多元互动。
[Abstract]:This paper attempts to construct the internal power structure and operation mechanism of Chinese state governance from the perspective of integrity. On the basis of the triple governance pressure of ideology, performance and procedure, political enlightenment, promotion incentive and legal system construction, this paper constructs the "ternary interactive governance" structure in contemporary Chinese national governance. It also points out that the core institutional logic of the structure of "ternary interactive governance" lies in the pluralistic interaction of the ternary subjects in the governance process in the two dimensions of governance risk and effective governance.
