我国政府促进大学生就业问题研究

【摘要】：大学生就业问题不仅仅关系着大学毕业生本人的利益,还关系着国家和社会的利益,是重大的经济与社会问题。随着我国综合国力的日益增强,高等教育水平的提高,我国各大高等院校的招生规模逐年扩大,大学毕业生人数的增加,供给与需求的不平衡导致大学生就业难的问题日益突出,因此需要我们认真研究并加以解决。就业是民生之本,而政府在解决大学毕业生就业问题中担任着指挥者和监督者的责任,各级政府不仅要重视与解决大学生就业问题,更要重视由大学生就业问题所引发的一系列的影响社会稳定的各类问题。促进大学生就业,从根本上来说,是促进社会稳定发展的一项重要举措。因此,解决大学生就业难的问题政府承担着义不容辞的责任和义务。运用新公共服务、市场失灵等理论,采取比较分析与归纳总结等研究方法,系统研究了政府在大学生就业方面应承担的责任。首先,分析了我国大学毕业生的就业现状、政府在促进我国大学毕业生就业所应该承担的责任以及对现如今我国政府为了促进大学生就业采取的措施和取得的相关成效进行了分析。其次,研究了政府在促进大学生就业过程中所产生的问题以及产生问题的原因。再次,比较分析了主要发达国家政府在促进大学生就业是所采取的措施,充分借鉴国外政府在促进大学生就业的成功经验,总结出适合我国大学生就业的国情,对我国大学生就业有益的相关启示。最后,通过完善立法、加强政府的宏观调控,强化政府的服务责任和监督责任等方面来完善政府责任促进大学生顺利就业。
[Abstract]:The employment of college students is not only related to the interests of college graduates, but also to the interests of the country and society. It is an important economic and social problem. The enrollment scale of colleges and universities in our country expands year by year, the number of college graduates increases, and the imbalance between supply and demand leads to the problem that it is more and more difficult for college students to obtain employment. Therefore, we need to study and solve it carefully. Employment is the foundation of people's livelihood, and the government plays the role of commander and supervisor in solving the employment problem of college graduates. Governments at all levels should not only attach importance to and solve the employment problem of college students. We should pay more attention to a series of problems that affect social stability caused by the employment problem of college students. To promote the employment of college students is, fundamentally, an important measure to promote the stable development of society. The government bears the unshirkable responsibility and obligation to solve the problem of college students' employment difficulties. Using the theory of new public service and market failure, the government adopts comparative analysis and induction and summary methods. This paper systematically studies the responsibility of the government in the employment of college students. First of all, it analyzes the present employment situation of college graduates in China. The responsibility that the government should bear in promoting the employment of university graduates in our country and the measures taken by the Chinese government to promote the employment of college students and the related achievements are analyzed. Secondly, This paper studies the problems produced by the government in the process of promoting the employment of college students and the causes of the problems. Thirdly, it compares and analyzes the measures taken by the governments of the major developed countries in promoting the employment of college students. Drawing on the successful experience of foreign governments in promoting the employment of college students, the author sums up the relevant enlightenments which are suitable for the employment of college students in our country. Finally, through perfecting the legislation, strengthening the macro-control of the government, Strengthen the government's service responsibility and supervision responsibility to improve the government's responsibility to promote the smooth employment of college students.
