新型城镇化背景下社会治理创新路径探析

【摘要】：新型城镇化是党中央面对国际经济新形势,顺应城市发展规律做出的一项重大战略部署,城镇化为我国经济发展注入了强劲动力。然而,城镇化在为经济带来繁荣和发展的同时,也给社会结构带来深刻的变革。在城镇化的推进过程中难免会出现一些新情况和新问题,尤其是随着城镇化所带来的社会矛盾的不断积累,各种新兴社会群体和社会组织的不断发展壮大,高科技信息技术在社会各领域的不断发展应用,为社会稳定和社会治理带来新的挑战,面临新问题和新挑战,创新社会治理迫在眉睫。研究如何以新型城镇化为契机加快政府职能转变,创新社会治理对推进城镇化和实现社会发展稳定具有重要的理论意义和实践价值。本文以新型城镇化为研究背景,以社会治理创新为研究主题,以服务型政府、治理理论为理论基础,针对当前我国新型城镇化过程中社会治理存在的问题,运用文献研究和比较分析等方法,在结合我国具体国情的基础上,借鉴国外社会治理的相关经验提出在新型城镇化背景下创新社会治理的路径选择,认为社会治理应该从社会治理的理念、社会治理的主体、机制和社会治理的具体手段四个层面来创新,首先要树立以人为本的治理理念,建立服务导向的治理模式,其次要加快建立多元化主体的社会治理格局;再次要完善社会利益协调和表达的相关机制,最后要综合运用多种社会治理手段来创新社会治理。
[Abstract]:The new-type urbanization is an important strategic arrangement made by the CPC Central Committee in the face of the new international economic situation and in accordance with the law of urban development. Urbanization has injected a strong impetus into the economic development of our country. While urbanization has brought prosperity and development to the economy, it has also brought profound changes to the social structure. In the process of urbanization, some new situations and problems will inevitably arise. In particular, with the continuous accumulation of social contradictions brought by urbanization, the continuous development and growth of various emerging social groups and social organizations, and the continuous development and application of high-tech information technology in various fields of society, It brings new challenges to social stability and social governance, faces new problems and challenges, and it is urgent to innovate social governance. This paper studies how to take the new urbanization as an opportunity to accelerate the transformation of government functions. Innovative social governance has important theoretical significance and practical value in promoting urbanization and realizing social development and stability. This paper takes the new urbanization as the research background, the innovation of social governance as the research theme, and the service-oriented government. Based on the theory of governance, aiming at the existing problems of social governance in the process of new urbanization in China, this paper applies the methods of literature research and comparative analysis, on the basis of combining the specific conditions of our country. Drawing on the relevant experiences of foreign countries, this paper puts forward the path choice of innovating social governance under the background of new urbanization, and holds that social governance should be based on the concept of social governance and the main body of social governance. The mechanism and the concrete means of social governance should be innovated from four aspects: firstly, to establish a people-oriented governance concept, to establish a service-oriented governance model, and secondly, to speed up the establishment of a pluralistic main body of social governance; Thirdly, it is necessary to perfect the relevant mechanism of social interest coordination and expression, and finally, to innovate social governance by comprehensive use of various social governance means.
