公考培训市场现状分析及对策研究

【摘要】:1993年8月,国务院正式颁布了《国家公务员暂行条例》作为国家行政机关工作人员录用、考核、享有的权利和履行的义务等方面的法律依据。自国家实行公务员考试,报考公务员的人数每年都在增加,2004年国考人数为12万,随着招考职位和招录人数的增加,报考人数也在急剧增长,经过10年的发展,2014年国考审核通过人数达到152万。“公考热”催生了一个新的行业,公务员考试培训机构。由于公务员考试难度较大,很多考生虽然有一腔报考热情,但对于如何准备公务员考试却是一头雾水,因此,寻求培训机构进行考前培训成为很多考生的选择。如何在众多的培训机构中脱颖而出并保持优势,使得更多考生选择自己?这是每个培训机构面对的问题。虽然公考市场需求巨大,但是纵观近几年公务员招录人数的变化不难发现,从2015年开始,公考报名人数连续两年出现下降,业内人士预计未来几年,依然会持续这种下降的趋势。市场的变化对于公务员培训机构会有怎样的影响?公考培训机构应该如何在多变的市场环境中保持稳定的发展?本文主要进行了以下几个方面的研究:(1)介绍了公务员考录制度及考前培训的国内外研究现状,并在前人的基础上提出了自己的见解和创新。(2)论述了公务员培训制度和市场的相关理论,对公务员的定义、公务员考试的定义、公务员考录制度的特点进行了梳理,分析了公务员考录制度存在的问题。(3)介绍了华图教育的基本情况,并且从优势、劣势、机会、威胁四个方面进行了详细的SWOT的分析和总结,为进一步探究华图教育如何应对多变的市场环境打下基础。(4)通过在实地进行问卷调查和利用网络进行问卷调查相结合的方式,调查了社会对于公务员这一职业的态度、对于公务员考试培训机构(华图教育)的认知现状以及对于公务员今后发展趋势的预测等问题。利用SPSS软件对问卷调查的结果进行了问卷的信度分析、回归分析、相关分析和主成分分析,从理论和科学的角度探究哪些因素会影响人们对于公务员考试培训机构的偏好程度、哪些因素会影响人们报考公务员的意愿、哪些途径的宣传效果更好等问题。(5)根据SPSS软件对调查问卷的分析,提出了针对华图教育的市场营销策略,对华图教育的发展起到积极的指导作用,实现企业的可持续发展。(6)对本文的研究工作进行了总结,并提出了以后要解决的问题和未来研究方向。
[Abstract]:In August 1993, the State Council formally promulgated the interim regulations on State Civil servants as the legal basis for the recruitment, assessment, enjoyment of rights and obligations of staff of state administrative organs. The number of candidates for civil servants is increasing every year. In 2004, the number of national candidates was 120,000. With the increase in the number of candidates for positions and applications, the number of applicants has also increased dramatically. After 10 years of development, the number of people who passed the examination and approval of the national examination reached 1.52 million in 2014. The "public examination craze" gave birth to a new industry, the civil servant examination training institution. Because of the difficulty of the civil servant examination, many candidates had a passion for applying for the examination. However, how to prepare for the civil service examination is a fog. Therefore, seeking training institutions for pre-test training has become the choice of many examinees. How to stand out and maintain an advantage in many training institutions, so that more candidates choose themselves? This is a problem that every training institution faces. Although the market demand for public examinations is enormous, it is not difficult to find that since 2015, the number of applicants for public examinations has declined for two consecutive years, looking at the changes in the number of civil servants recruited in recent years. Industry insiders expect to continue this downward trend in the next few years. How will the market change affect civil service training institutions? How should the public test training institutions maintain stable development in the changing market environment? This article mainly carries on the following several aspects of research: 1) introduced the civil servant examination system and the pre-examination training domestic and foreign research present situation, And on the basis of the predecessors put forward their own views and innovations. 2) discussed the civil servant training system and the relevant theory of the market, the definition of civil servants, the definition of civil servants examination, the characteristics of the civil servant examination system were combed. This paper analyzes the problems existing in the civil servant examination system. (3) introduces the basic situation of Huatu education, and makes a detailed analysis and summary of SWOT from four aspects: strengths, weaknesses, opportunities and threats. In order to further explore how Huatu education can cope with the changing market environment, this paper investigates the attitude of the society towards this profession of civil servants through a questionnaire survey in the field and a questionnaire survey through the use of the network. In this paper, the author analyzes the reliability and regression analysis of the results of the questionnaire by using SPSS software to analyze the cognitive status of the civil servants' examination and training institutions (Huatu education) and to predict the future development trend of the civil servants. Related analysis and principal component analysis, from the perspective of theory and science to explore which factors will affect the degree of preference for civil service examination and training institutions, which factors will affect people's willingness to apply for civil servants. According to the analysis of the questionnaire by SPSS software, the marketing strategy for Huatu education is put forward, which plays a positive role in guiding the development of Huatu education. This paper summarizes the research work of this paper, and puts forward the problems to be solved in the future and the research direction in the future.
