我国县级政府督查工作中存在的问题及对策

【摘要】:党的十八大召开后,中共中央总书记、国家主席、中央军委主席习近平同志,提出并深刻阐述了实现中华民族伟大复兴的中国梦。当前,我国社会经济呈现出非常显着特征,正处于“三期”叠加时期,即增长速度进入换挡期、结构调整面临阵痛期、前期刺激政策消化期。正是这样的大环境下,“十八大”后党中央提出了改革开放再出发、深化改革、扩大开放新方略,重新定位经济发展“新常态”。如何实现我国经济超高速增加向更加注重质量和平稳的增长转变,实现“软着陆”,困难重重,任务艰巨。但必须看到,一些地方和部门对抓落实的认识还有偏差、作风不够扎实。重布置、轻落实,有令不行、有禁不止,推诿扯皮、敷衍塞责等现象时有发生。选择性执行、象征性落实等问题不同程度存在,督促检查工作重要性日益凸显。县级政府处于中央到地方的承上启下的关键位置,历经数十年发展,我国县级政务督查工作从无到有,从弱到强,从虚到实,已取得长足的进步和成绩。我国各级政府通过不断的摸索,目前,已初步形成了独具我国特色,有与西方发达国家诸多优点的政务督查工作体系。在取得阶段性成绩的同时,我们也应该清醒看到,我国的政务督查工作,还存在诸多薄弱环节,还存在一些不足。特别是最基层的县级政府的督查工作,作用和位置很关键,但还存在着诸多问题。作为贯彻落实党和国家政府、方针的一线部门,与其担负的使命和责任还存在着一定差距。政务督查工作水平的高低、执行的是否深入,关系到民心向背、人民福祉。同时,也决定了党中央政府政策是否能真正在地方的得到贯彻。本文采用了实证案例的研究手法,选取C市市中心城区Y区为案例,从个别到一般、从实证到理论,分析研究了县级政府督查工作中的不足和差距。围绕如何破解地方政府政务督查的梗阻,打通与群众的“最后一公里”,尝试提出一些加强和完善政务督查工作的对策措施。
[Abstract]:After the 18 National Congress of the Party Comrade Xi Jinping General Secretary of the CPC Central Committee President of the State and Chairman of the Central military Commission proposed and profoundly expounded Chinese Dream who realized the great rejuvenation of the Chinese nation. It is now in the period of "three periods" superposition, that is, the growth rate enters the shift period, the structural adjustment is faced with a painful period, and the pre-stimulus policy is digested. It is precisely under such an environment that the Central Committee of the Party put forward the reform and opening up after the "18 National Congress" to deepen the reform and opening up. To expand the new strategy of opening up and reposition the "new normal" in economic development. How to realize the transformation of our country's super-high speed economic growth to a more quality-oriented and steady growth and achieve a "soft landing" will be difficult and arduous. Some localities and departments still have deviations in their understanding of implementation, and their style of work is not down-to-earth. Heavy arrangement, light implementation, no order, no prohibition, prevarication, perfunctory and other phenomena occur from time to time. Selective execution occurs. Problems such as symbolic implementation exist in varying degrees, and the importance of supervision and inspection is becoming increasingly prominent. County governments are in a key position from the central government to the local authorities. After decades of development, our county-level government supervision and inspection work has grown from nothing. From weak to strong, from hypocrisy to reality, great progress has been made and achievements have been made. Through constant exploration, our governments at all levels have initially formed their own unique characteristics. The system of government affairs supervision and inspection, which has many advantages compared with the western developed countries, should also be soberly aware of the fact that there are still many weak links in our country's government affairs supervision work, while we have made periodic achievements. There are still some shortcomings. Especially, the role and position of the supervision and inspection work of the most basic county-level governments is very important, but there are still many problems. There is still a certain gap between the mission and the responsibility it bears. The level of administrative supervision and the depth of its implementation have a bearing on the people's hearts and minds and the well-being of the people. At the same time, It also determines whether the policies of the Party Central Committee and the government can really be carried out at the local level. This paper adopts the empirical case study technique, and selects Y District of the city center of C City as a case, from individual to general, from empirical to theoretical. This paper analyzes and studies the shortcomings and gaps in the supervision work of county-level governments. It tries to put forward some countermeasures to strengthen and perfect the supervision work of government affairs around how to break the obstruction of the supervision of local government affairs, and how to break through the "last kilometer" between the local governments and the masses.
