转型时期社会治理中的信任重构

【摘要】：传统向现代的社会转型加剧了风险社会的出现,社会失范是转型期的普遍社会现象,也是现代社会治理必须面对的难题,因此必须在社会转型的历史语境中来探讨中国社会治理能力的现代化建设。通过分析现代社会风险来源,提出了普遍信任是现代秩序扩展和社会治理的前提,在此基础上从信任来源的理性、心理和文化三个向度探讨了普遍信任重构的路径选择,即增强规范的公正、透明与持久性,形成信任的理性预期;通过公平分配实现社会共同体感,形成信任的心理基础;促进信任良性循环的自我强化机制,形成信任的文化共识。一个运转有效的社会治理模式必定是以高度的社会信任为基石的,重构社会普遍信任,既是现代文明秩序构建的重要任务,也是社会治理模式创新和治理能力现代化的关键。
[Abstract]:The transformation from tradition to modern society intensifies the emergence of a risky society. Social anomie is a common social phenomenon in the transition period, and it is also a difficult problem that modern social governance must face. Therefore, we must probe into the modernization construction of Chinese social governance ability in the historical context of social transformation. By analyzing the sources of risks in modern society, it is pointed out that universal trust is the prerequisite for the expansion of modern order and social governance. On the basis of this, this paper discusses the path choice of universal trust reconstruction from the three aspects of rationality, psychology and culture of the source of trust, that is, strengthening the fairness, transparency and persistence of norms, and forming rational expectation of trust. To realize the sense of social common understanding through fair distribution, to form the psychological basis of trust, to promote the self-reinforcing mechanism of virtuous circle of trust, Forming a cultural consensus of trust. A functioning and effective social governance model must be based on a high degree of social trust. Reconstructing universal trust in society is an important task in the construction of modern civilized order. It is also the key to innovation of social governance model and modernization of governance ability.
