我国公务员职位分类与管理:30年的改革实践与分析

【摘要】:我国在职位分类管理改革上进行了许多积极的探索与创新,并取得了一定的成绩。然而,由于宏观顶层设计薄弱,微观技术指导不足,我国公务员分类在实施过程中存在配套制度缺乏、跨职类交流受限、激励机制滞后等突出问题。本文在在剖析以上问题及其原因基础上提出了细化《公务员法》分类条款,补充完善配套法规体系;横向打通跨类交流障碍,促进人才正常合理流动;加快构建独立的专业技术类公务员薪酬激励体制等建议,以期为公务员职位分类制度的进一步完善与管理工作创新提供有益的借鉴。
[Abstract]:China has made many positive explorations and innovations in the reform of job classification management, and has made certain achievements. However, due to the weak macro-top-level design, the micro-technical guidance is insufficient. In the process of implementing the classification of civil servants in our country, there are some outstanding problems, such as the lack of supporting system, the limited communication between different categories, the lag of incentive mechanism, and so on. On the basis of analyzing the above problems and their reasons, this paper puts forward the detailed classification clauses of the Civil servant Law. To complement and improve the supporting legal system; to break through the obstacles of cross-type communication horizontally, to promote the normal and rational flow of people; to speed up the construction of an independent salary incentive system for professional and technical civil servants, and so on. In order to further improve the civil service position classification system and management innovation to provide useful reference.
