电信行业政府监管问题的研究

【摘要】：我国电信业作为基础设施行业经过几十年发展,在国家一系列强有力的改革措施推动下取得了突出成就,同时也成为社会各界竞相关注的焦点之一。随着社会经济和信息技术的变革发展,电信业在国民经济及信息化建设中的作用不断凸显,正经历巨大变化,同时变得不可替代,已成为我国基础性、支柱性产业,它直接影响着我国的经济安全、信息安全、国家安全和其他利益。而作为国有大型垄断性企业的电信运营商作为信息技术的载体,担负着重要的责任,同时电信运营商的管理体制和运营机制也发生着深刻的变化,电信行业正在步入深度转型期,市场竞争也随着行业间融合的加深而不断加剧,所以电信业的发展过程离不开政府的监督管理。如何让电信运营商在发展壮大自身的同时又为全社会提供优质的电信服务,很好的履行社会职责和公共服务职能,建立良好的市场竞争环境和机制,探寻电信产业制度环境,从而建立公正、高效、透明的电信监管体系成为监管部门工作的重点。本文共四大主体。主要内容如下:第一部分绪论主要介绍研究动机和研究意义,阐述国内外电信行业监管研究现状。第一部分介绍电信行业的特点和监督的必要性,电信行业政府监管理论的相关概念和理论依据,以及政府监管的内容和依据。同时,通过对英国和日本政府对电信监管改革和实践模式的调查分析,为我国电信行业在新形势下改革方向的提供宝贵经验。第二部分分析了中国电信业的发展状况和政府监管状况。这一部分主要回顾了对中国电信产业的政府规制改革的过程,阐述了当前电信业发展的现状,并分析了在中国电信行业监管的严重问题。第三部分提出了促进中国电信业政府监管的对策。如重建一个明确的监管机构及其责任归属制,实施科学的监管准则。建立市场竞争机制,实行不对称调控。
[Abstract]:After decades of development, China's telecommunications industry, as an infrastructure industry, has made outstanding achievements under the impetus of a series of powerful national reform measures. With the development of social economy and information technology, the role of telecommunication industry in the national economy and information construction is becoming more and more prominent, and it is undergoing tremendous changes and becoming irreplaceable. It has become the basic and pillar industry of our country, which directly affects the economic security, information security, national security and other interests of our country. At the same time, the management system and operation mechanism of telecom operators have also undergone profound changes. The telecommunications industry is stepping into a deep transition period, and the market competition is becoming more and more serious with the deepening of the integration between industries. Therefore, the development process of the telecommunications industry can not be separated from the supervision and management of the government. How to make the telecom operators develop and strengthen themselves and at the same time provide the whole society with high-quality telecommunications services, so that they can perform their social responsibilities and public service functions well. Establish a good market competition environment and mechanism, explore the telecommunications industry system environment, so as to establish a fair and efficient, Transparent telecommunication regulatory system has become the focus of regulatory work. There are four main parts in this paper. The main contents are as follows: the first part introduces the motivation and significance of the research. The first part introduces the characteristics of the telecommunication industry and the necessity of supervision, the related concepts and theoretical basis of the government supervision theory of the telecommunications industry, as well as the content and basis of the government supervision. Through the investigation and analysis of the British and Japanese governments on the reform and practice of telecommunications supervision, The second part analyzes the development of China's telecommunications industry and the state of government supervision. This part mainly reviews the process of government regulation reform of China's telecommunications industry. This paper expounds the current situation of the development of the telecommunication industry, and analyzes the serious problems in the supervision of the telecom industry in China. The third part puts forward the countermeasures to promote the government supervision of the telecommunications industry in China, such as the re-establishment of a clear regulatory body and its responsibility attribution system. Implement scientific regulatory standards. Establish market competition mechanism and implement asymmetric regulation.
