论社会治理效率观的改变

【摘要】:在工业化、城市化进程中,人们逐渐获得了效率意识。特别是进入20世纪后,在诸如进步主义运动、管理革命等推动下,随着社会科学的方法和技术不断地引入人们的生产和经济活动中,形成了效率文化,对人们的几乎所有活动都产生了支配性的影响。在政治与行政分化后,政府的社会治理活动把效率追求放在了非常突出的位置上,而且,在社会的层面上,市场经济条件下的竞争也把效率作为组织生存的基础来看待。在社会治理中,对效率的追求导致了效率与公平的矛盾。尽管学者们在对这一矛盾的思考中提出了诸多对政府的批评性意见,却一直没有找到解决这一矛盾的出路。在全球化、后工业化进程中,组织模式正在发生变革,一种新型的合作制组织正在成长中,有着取代官僚制组织而成为社会生产和活动中的基本组织形式的趋势。合作制组织显然也是有效率的组织,但它不会把效率当作组织运行的目标,而是一种在合作行动中出现的自然而然的结果。
[Abstract]:In the process of industrialization and urbanization, people gradually gained the sense of efficiency, especially after 20th century, driven by the progressive movement, the management revolution, etc. With the continuous introduction of social science methods and techniques into people's production and economic activities, an efficiency culture has been formed, which has had a dominant impact on almost all people's activities. The government's social governance activities put the pursuit of efficiency in a very prominent position. Moreover, on the social level, competition in the market economy also regards efficiency as the basis for the survival of the organization. The pursuit of efficiency leads to the contradiction between efficiency and fairness. Although scholars have put forward a lot of critical views on government in their thinking on this contradiction, they have never found a way to solve this contradiction. In the process of post-industrialization, the organizational model is changing, and a new type of cooperative organization is growing up. There is a tendency to replace bureaucratic organizations as the basic forms of organization in social production and activities. Cooperative organizations are also clearly efficient organizations, but they do not see efficiency as the objective of their operation. It is a natural result of cooperative action.
