泉州历史文化名城保护中的政府行为研究

【摘要】：自1982年泉州被国务院批准为首批历史文化名城以来,泉州市政府一直致力于泉州古街区、名人故居、历史文化遗存等的保护,取得了一定成功的经验,并使泉州在2013年的评选中脱颖而出,成为我国唯一入选首届“东亚文化之都”的城市,一同当选的还有日本横滨和韩国光州。为了守护好泉州的文脉,传承好泉州的文化,笔者对泉州历史文化名城的现状进行分析,全面梳理泉州市政府30多年来在历史文化名城保护过程中采取的一系列政策法规与行为措施,并从编制规划、实施保护和提升拓展三个方面分析其存在的问题,究其原因在于行政管理者保护意识淡薄、行政部门保护理念相对滞后、未建立相应的社会公众参与机制和专业人员队伍建设滞后四个方面。最后,笔者针对泉州历史文化名城保护存在的问题,借鉴国内乌镇、扬州、西塘和国外意大利罗马、日本京都的成功保护经验的基础上,提出一系列相应的改善对策:在编制规划方面,应建立健全政策规划,确保规划内容全面合理、规划定位客观准确、规划设计与时俱进、规划执行持续坚持,使政策规划更科学、更适用;在实施保护方面,一是应坚持改进人才发展机制使人才培育更全面、更多样,二是应坚持提升保护管理模式使保护更全面、更系统,三是应坚持完善标识指引系统使标识指引系统更合理、更规范,四是应坚持优化公共设施建设使公共设施建设更惠民、更便民;在提升拓展方面,既要坚持标本兼治,又要坚持保质保量。论文力图为全国历史文化名城保护提供经验与借鉴,使我国丰富珍贵的文化遗产能更好地得以保存和发扬。
[Abstract]:Since Quanzhou was approved by the State Council as the first batch of historic and cultural cities in 1982, the Quanzhou Municipal Government has been devoted to the protection of Quanzhou's ancient blocks, former homes of celebrities, historical and cultural relics, and has obtained certain successful experiences. And made Quanzhou stand out in the selection on 2013, becoming the only city in our country to be selected as the first "capital of East Asian culture", together with Yokohama of Japan and Kwangju of Korea. In order to protect the context of Quanzhou and inherit the culture of Haoquanzhou, The author analyzes the present situation of Quanzhou's famous historical and cultural city, comprehensively combs a series of policies, regulations and behavior measures taken by Quanzhou municipal government in the course of protecting historical and cultural famous cities in the past 30 years, and makes a plan from the point of view of compiling the plan. The implementation of protection and promotion of the development of three aspects of the analysis of its existing problems, the reason lies in the weak sense of protection of administrative managers, the concept of administrative protection is relatively lagging behind, Finally, in view of the existing problems in the protection of Quanzhou's historic and cultural cities, the author draws lessons from the domestic Wuzhen, Yangzhou, Xitang and foreign Rome, Italy. On the basis of the successful protection experience of Kyoto, Japan, this paper puts forward a series of corresponding improvement countermeasures: in drawing up the plan, we should establish and perfect the policy planning, ensure that the planning content is comprehensive and reasonable, the planning orientation is objective and accurate, and the planning and design keep pace with the times. The implementation of the plan should be sustained to make the policy planning more scientific and applicable; in the implementation of protection, first, we should persist in improving the talent development mechanism so that talent cultivation can be more comprehensive and diverse, and second, we should persist in promoting the protection management model to make the protection more comprehensive. More systematically, third, we should persist in improving the marking and guidance system so that it is more reasonable and standardized. Fourth, we should persist in optimizing the construction of public facilities so that the construction of public facilities will be more beneficial to the people and more convenient to the people. In terms of upgrading and expanding, we should adhere to both symptoms and causes. The paper tries to provide experience and reference for the protection of famous historical and cultural cities in China, so that the rich and precious cultural heritage of our country can be better preserved and carried forward.
