推进县域经济治理方式和治理能力现代化——浙江嘉善县域科学发展示范点的探索与实践

【摘要】：县域治理是推进国家治理体系和治理能力现代化的重要一环。本文立足于实证调研,深入探讨作为习近平总书记的联系点以及全国唯一一个县域科学发展示范点的浙江嘉善县,如何通过因地制宜接轨上海、开放合作招商引资、人才科技创新驱动以及发力新型城镇化不断创新县域经济治理方式。同时,如何把握县域治理的特点和规律,理顺政府和市场的关系,转变政府职能,适应经济发展新常态,稳步提升运用各种治理方式管理经济事务的能力和水平。
[Abstract]:County governance is an important part of promoting the modernization of the national governance system and governance capacity. Based on empirical research, this paper probes into the contact point of General Secretary Xi Jinping and the Zhejiang Jiashan County, which is the only example of scientific development in the county. How to connect with Shanghai according to local conditions, how to open up and cooperate to attract investment, how to drive the innovation of talents and science and technology, and how to continuously innovate the governance mode of county economy, meanwhile, how to grasp the characteristics and laws of county governance, We should straighten out the relationship between the government and the market, change the government function, adapt to the new normal state of economic development, and steadily improve the ability and level of managing economic affairs by various forms of governance.
