我国基层政府行政效率提升的对策研究

【摘要】：行政效率即行政管理的有效性,是行政管理活动的出发点和归宿,也是衡量行政管理水平和效果的关键指标,提高行政效率是政府机关行政管理活动追求的最高目标。西方国家很早就开始了对基层政府行政效率问题的研究和探讨,而我国对基层政府行政效率的研究和实践却相对滞后。在社会主义现代化建设的新时期,地方政府机关的行政效率,直接影响着整个国民经济效率。因此,加强对地方政府的行政效率问题研究,促使经济和社会和谐发展,对整个中国有着重要的现实意义。本文围绕我国基层政府行政效率提高路径探究,着重阐述以下几点内容:首先,明确研究对象和相关理论。在研究行政效率基本观点的同时,按照我国的具体情况对政府行政效率概念进行界定然后分析当前我国基层政府行政效率提升所采取的主要措施和取得的成效,并进一步分析都有哪些原因成为我国基层政府行政效率提升的阻碍。根据阻碍找到根源,阐明原因。其次,分析了国内外基层政府提高行政效率的举措。以新加坡、日本、美国、英国四个有代表性的国家为例,分析了其提高基层政府行政效率的具体措施,并总结出了对应的经验启示并结合我国实际国情为我国的基层政府行政效率提升提供宝贵的经验借鉴。最后,具体从建立健全基层政府行政法律制度方面、合理调整基层政府行政组织结构方面、广泛普及电子政务发展方面、全面提高基层政府行政人员素质四个方面提出了使我国基层政府行政效率进一步提升的策略。
[Abstract]:Administrative efficiency, that is, the effectiveness of administrative management, is the starting point and destination of administrative activities, and it is also the key index to measure the level and effect of administrative management. Improving administrative efficiency is the highest goal pursued by the administrative activities of government organs. Western countries have long begun to study and discuss the administrative efficiency of grass-roots governments. In the new period of socialist modernization, the administrative efficiency of local government directly affects the efficiency of the whole national economy. Strengthening the research on the administrative efficiency of local government and promoting the harmonious development of economy and society are of great practical significance to the whole of China. First of all, make clear the research object and related theory. While studying the basic viewpoint of administrative efficiency, at the same time, According to the concrete situation of our country, we define the concept of government administrative efficiency and then analyze the main measures taken and the results achieved in the promotion of administrative efficiency at the grass-roots level in our country. And further analyze what reasons are the obstacles to the improvement of administrative efficiency of our grass-roots government. According to find the root cause of obstruction, clarify the reasons. Secondly, analyze the domestic and foreign grass-roots government measures to improve administrative efficiency. To Singapore, Japan, For example, four representative countries in the United States and Britain have analyzed the specific measures to improve the administrative efficiency of grass-roots governments. And summarized the corresponding experience enlightenment and combined with the actual situation of our country to provide valuable experience for improving the administrative efficiency of grass-roots government. Finally, from the aspects of establishing and perfecting the administrative legal system of grass-roots government, In the aspect of adjusting the administrative organization structure of grass-roots government, popularizing the development of e-government and improving the quality of administrative staff of grass-roots government, the paper puts forward the strategies to further improve the administrative efficiency of our country's grass-roots government.
