参与式预算的治理逻辑及其发展前景

【摘要】：从管理到治理,国家治理是一条参与的道路,包含公民及社会组织的广泛参与、以社会制约权力、通过协商达到共识进而实现治理现代化这三个层面的内涵。与此同时,参与式预算从源起到发展一直是一个国家治理的范畴,不仅是全球最佳的政府治理实践,也是我国地方政府治理的创新模式。参与式预算是蕴含政治民主的理念与实践,是不同于新自由主义政策的一种成功实践,是一种新型的国家治理模式,还是一种公共预算实践的创新方式。由此可见,理性认识参与式预算理念和实践在国家治理现代化中的发展前景,具有重要的研究价值。
[Abstract]:From management to governance, national governance is a path of participation, which includes the extensive participation of citizens and social organizations, the restriction of power by society, the reaching of consensus through consultation and the realization of the connotation of governance modernization. Participatory budgeting has always been a category of national governance, which is not only the best governance practice in the world, but also the innovative mode of local government governance in our country. Is it a successful practice different from the neoliberal policy, a new model of national governance, or an innovative way of practicing public budget. Rational understanding of the prospect of participatory budgeting concept and practice in the modernization of national governance has important research value.
