【摘要】：优抚工作是指国家和社会依法对优抚对象实施的优待、抚恤,是直接为军队建设和国防建设服务的,是一种特殊的社会保障。优抚工作是加强军队建设、国防巩固的基础保障,对于社会主义事业健康发展起到保驾护航的作用,关系到党、国家和人民的根本利益。本文通过梳理有关优抚工作、公平正义理论、新公共服务的理论文献,来为海港区政府优抚管理工作提供理论指导,把握优抚与优抚工作的基本特征以及服务特性,同时比较美国和俄罗斯地方政府的优抚工作实践做法,以此来为海港区优抚工作提供借鉴;进而理清海港区政府优抚工作的成效现状,理顺在对区政府优抚工作管理过程中所存在的问题。通过加大宣传力度、强化立法保障的力度、扩大优抚经费的预算额度、增强优抚保障工作的社会性、提高高科技信息水平等路径,来实现海港区优抚工作的治理现代化目标,推动实现海港区政府的“四个全面”的建设目标。第一章绪论部分针对国内外优抚工作进行系统研究分析;第二章为优抚的理论基础与实践经验部分,通过借鉴美国和俄罗斯的优抚工作为我国地方政府优抚管理工作提出启示;第三章总结海港区政府近几年取得的工作成果并分析提出现阶段存在的问题;第四章针对优抚工作中存在的问题,结合海港区实际,提出相应的优化政策。
[Abstract]:The work of preferential care refers to the preferential treatment and pension that the state and society implement on the subject of preferential treatment in accordance with the law. It serves the military construction and national defense construction directly and is a kind of special social security. It is the basic guarantee for strengthening the building of the army and the consolidation of national defense. It plays an important role in safeguarding the healthy development of the socialist cause and is related to the fundamental interests of the Party, the country and the people. By combing the theoretical literature on the work of preferential care, the theory of fairness and justice, and the new public service, In order to provide theoretical guidance for the management of preferential management of port governments, to grasp the basic characteristics and service characteristics of preferential management, and to compare the practices of local governments in the United States and Russia. In order to provide reference for the work of preferential administration in the port area, and then to clarify the present situation of the effectiveness of the preferential administration work of the port area government, to straighten out the existing problems in the process of management of the preferential administration work of the port district government. In order to realize the goal of modernization of the management of the preferential management work in the harbour area, we should expand the budget quota of the funds for the preferential pension, enhance the sociality of the preferential care and guarantee work, improve the information level of high technology, and so on. Promote the realization of the "four comprehensive" construction objectives of the port district government. Chapter one introduces the systematic research and analysis of the domestic and foreign preferential administration; the second chapter is the theoretical basis and practical experience of the preferential management. The third chapter summarizes the achievements of the port governments in recent years and points out the problems existing in the present stage. In chapter 4th, the optimization policy is put forward in view of the problems existing in the work and the practice of the port area.
