中国转型期政策悖论中利益问题分析

【摘要】：社会转型的过程是全球化过程中人的生存、发展朝着新的社会发展阶段转换和跃迁的动态演进过程,是人的利益及其满足方式的转型在政府公共政策上的表现。转型期的公共政策理想上应该最大限度维护和增进公共利益,但是由于受到公共政策主体、客体及环境等多方面利益因素的影响,公共政策现实中并没有实现公共利益最大化,这种理想与现实的不统一、不对等也就是政策悖论。政策悖论中利益问题的存在反映出各利益相关方之间在公共政策过程中存在着利益矛盾与利益冲突。本文通过采用文献研究法、利益分析法以及系统分析法,首先对转型期的政策悖论与转型期政策悖论中的利益问题进行概念界定。其次分析转型期政策悖论中利益问题的产生、表现形式、历史演变。在此基础上提出转型期政策悖论中利益问题处理上存在的问题及原因。然后,系统分析利益在转型期政策悖论中的作用过程。最后依据以上对转型期政策悖论中利益问题的分析结果,从政府决策、政策决策者、利益整合协调机制这三个角度提出处理转型期政策悖论中利益问题的对策。
[Abstract]:The process of social transformation is the dynamic evolution of human survival and development towards a new stage of social development. The transformation of people's interests and their ways of satisfaction is the manifestation of the government's public policy. The public policy in the transition period should protect and promote the public interest to the maximum extent, but because of the subject of public policy, Because of the influence of the object and environment, the reality of public policy does not realize the maximization of public interest. This ideal is not unified with reality. The existence of the interest problem in the policy paradox reflects the conflict of interest and the conflict of interest among the stakeholders in the process of public policy. Firstly, it defines the policy paradox in the transition period and the interest problem in the policy paradox in the transition period, and then analyzes the emergence and manifestation of the interest problem in the policy paradox in the transition period. On the basis of this, the paper puts forward the problems and reasons of dealing with the problem of interest in the paradox of policy in the transition period. Finally, according to the above analysis of the interests of the policy paradox in the transitional period, from the government decision-making, policy decision makers, This paper puts forward the countermeasures to deal with the problem of interest in the policy paradox in the transitional period from the three angles of interest integration and coordination mechanism.
