简阳市基层公务员现状调查研究

【摘要】:十八届三中全会,中共中央提出了《关于全面深化改革若干重大问题的决定》,“必须切实转变政府职能,深化行政体制改革,创新行政管理方式,增强政府公信力和执行力,建设法治政府和服务型政府。”基层公务员正是服务型政府建设的主体。目前,我国基层公务员已超500万人。如此庞大的一个队伍,是国家执政的基础。只有建设一支素质高、能力强的国家公务员队伍,才是国家公务员制度建设与改革的出发点和落脚点,也是我国公务员队伍建设的一项基础性工程。基层公务员是社会管理最基层的管理人员。他们直接与人民群众打交道,承担着公共服务直接提供、国家行政权力最终实现、团结群众、建设基层、稳定基层的重任,其服务素质的高低影响着行政工作的顺利开展和高效运行。随着近年来“公务员考试”这一热门话题,他们受到了社会的广泛关注。越来越多的大学毕业生成为其中的一员,基层公务员的现状如何?基层公务员的发展怎样?都为人们所关注。笔者希望通过本文对简阳市基层公务员现状进行调查研究,让大家更了解他们的真实情况,为毕业生的理性择业提供参考。本文综合运用文献研究法、问卷调查法、比较分析法等方法开展研究。主要以简阳市基层公务员为研究对象,通过调查数据的分析,找出目前基层公务员队伍中存在的问题,即队伍年龄老龄化、综合素质不高、人员流失严重、考核激励机制不全、思想观念落后等。比较出基层公务员发展与外企员工职业发展模式的差异性,找出其职业发展受到的内部和外部影响因素,结合马斯洛需求层次理论、赫茨伯格“双因素理论”,以及人力资源管理与开发理论,探讨基层公务员自身对职业发展的需求以及队伍建设需求。结合简阳市基层公务员现状及现行公务员制度进行分析,提出基层公务员发展的五点建议:一是健全基层公务员管理和考核制度;二是完善基层公务员薪酬激励体系;三是增加基层公务员发展多样性;四是注重培养个人能力发展;五是营造良好的职业发展环境。
[Abstract]:At the third Plenary session of the 18 Central Committee of the CPC Central Committee, the CPC Central Committee put forward the decision on several important issues concerning the overall deepening of reform. "it is necessary to effectively transform the functions of the government, deepen the reform of the administrative system, innovate the way of administration, and enhance the credibility and executive power of the government," he said. Building a government ruled by law and a service-oriented government. "Grass-roots civil servants are the main body of service-oriented government construction. At present, there are more than 5 million grass-roots civil servants in our country. A strong national civil service is the starting point and the foothold of the construction and reform of the national civil service system. It is also a basic project in the construction of our civil servants. Grassroots civil servants are the most basic administrators of social management. They deal directly with the masses of the people, assume the direct provision of public services, and realize the ultimate realization of state administrative power. The important task of uniting the masses, building the grassroots and stabilizing the grassroots, the level of its service quality affects the smooth development and efficient operation of the administrative work. With the hot topic of "Civil servant examination" in recent years, They have been widely concerned by the society. More and more college graduates become one of them. What is the status of grass-roots civil servants? What is the development of civil servants at the grass-roots level? The author hopes to investigate and study the current situation of civil servants at the grass-roots level in Jianyang City, so that we can understand their real situation and provide references for the rational choice of jobs for graduates. Through the analysis of the survey data, we find out the existing problems in the grass-roots civil servants, that is, the aging age of the civil servants. The comprehensive quality is not high, the personnel drain is serious, the examination incentive mechanism is not complete, the thought idea is backward, etc. The differences between the basic level civil servant's development and the foreign enterprise employee's career development pattern are compared, and the internal and external influencing factors of their career development are found out. Combined with Maslow's hierarchy of needs theory, Herzberg's "two-factor theory", and human resources management and development theory, This paper probes into the needs of the grass-roots civil servants for their own professional development and the needs of the construction of the contingent, and analyzes the present situation of the civil servants at the grass-roots level and the current civil service system in Jianyang City. Five suggestions for the development of grass-roots civil servants are put forward: one is to perfect the management and assessment system of grass-roots civil servants; the other is to perfect the incentive system of civil servants' salary at the grass-roots level; third, to increase the diversity of the development of civil servants at the grass-roots level; fourth, to pay attention to the development of individual abilities; Fifth, create a good environment for professional development.
