苏州市吴江区政府人才政策研究

【摘要】:人才在经济发展和社会进步中的重要作用越来越受到人们重视,人才政策因此得到人们的广泛关注,合理有效的人才政策是各地区人才工作的重要因素。如何吸引、培养、管理人才,如何使人才生根,如何在人才工作中有效配置政府、市场和社会组织的资源,共同参与到人才的引进培养和生根服务中,如何发挥市场机制,激发人才的创新创业创造活力,已经是一个地区经济发展的关键因素。本文依据党的十八届三中全会提出的要“充分发挥市场在资源配置中的决定性作用”要求,以人才市场化为背景,综合运用公共政策理论、人力资本流动理论、人才市场化理论对地方政府人才政策的理论依据进行分析,通过对吴江区人才政策的历史演进与现状分析,从理论和实践的两个角度剖析当前各级地方政府人才政策的重要作用。近年来,吴江区委区政府制定了“1+10”的,包含人才引进、培养和管理的人才决策系统,为人才提供创业资金、产业孵化、薪酬补贴、购房资助、租房补贴等方面的政策支持,各类人才吸引、培养、使用和激励政策较好地促进了人才的引进和柔性流动,营造了激励人才创新创业的良好氛围,为全区实现“优势产业新板块、开放创新新高地、和谐乐居新家园”提供人才保障和智力支持,但在发展中也暴露出了一定的问题,例如与人才政策相配套的法律法规体系不健全、人才政策产业格局针对性不强、人才引入培养进程缓慢、人才政策执行不到位、人才引进经济实力不足、人才服务政策缺乏市场参与等,使得吴江经济发展受到一定的限制。通过分析得出,吴江区应进一步完善与人才政策相配套的法律法规,构建人才政策评价和监督体系,完善人才引进制度,更多地培育社会机构参与科技成果转化以及完善对高新技术产业人才的培养与管理政策,为充分发挥其主动性和积极性创造条件。希望通过相关分析能给吴江区提出一些建议,同时能够为其他地区的发展提供一定的参考。
[Abstract]:People pay more and more attention to the important role of talents in economic development and social progress. Therefore, people pay more and more attention to talent policy. Rational and effective talent policy is an important factor in the work of talents in various regions. How to manage talents, how to make talents take root, how to effectively allocate the resources of government, market and social organizations in the work of talents, how to participate in the introduction, cultivation and rooting service of talents, how to give play to the market mechanism, It has been a key factor in the economic development of a region to stimulate the creative, entrepreneurial and creative vitality of talents. According to the request of the third Plenary session of the 18 Central Committee of the CPC to "give full play to the decisive role of the market in the allocation of resources", Taking the talent marketization as the background, the author analyzes the theoretical basis of the local government's talent policy by using the theory of public policy, the theory of human capital flow and the theory of talent marketization, and analyzes the historical evolution and present situation of the talent policy of Wu Jiang district. This paper analyzes the important role of talent policies of local governments at all levels from both theoretical and practical perspectives. In recent years, Wu Jiang district and district government has formulated a "110" talent decision-making system, which includes the introduction, training and management of talents. The policy support in such aspects as venture capital, industry incubating, compensation subsidy, housing purchase subsidy, rental subsidy, and so on are provided for talents. The policies of attracting, cultivating, using and encouraging talents have promoted the introduction and flexible flow of talents. It has created a good atmosphere for encouraging talents to innovate and set up new businesses, provided talent security and intellectual support for realizing "new sectors of superior industries, opening up new highlands for innovation, harmonious and happy living in a new home" in the whole region, but it also exposed certain problems in the course of development. For example, the system of laws and regulations supporting the talent policy is not perfect, the industrial pattern of the talent policy is not well-targeted, the process of talent introduction and training is slow, the implementation of the talent policy is not in place, and the economic strength of the talent introduction is insufficient. The lack of market participation in the talent service policy has restricted Wu Jiang's economic development to a certain extent. Through analysis, it is concluded that Wu Jiang District should further improve the laws and regulations that are compatible with the talent policy, and establish a talent policy evaluation and supervision system. To improve the talent introduction system, to cultivate more social institutions to participate in the transformation of scientific and technological achievements, and to improve the training and management policies for talents in high-tech industries, In order to create conditions for giving full play to its initiative and enthusiasm, it is hoped that some suggestions can be put forward for Wu Jiang district through relevant analysis, and at the same time, it can provide some references for the development of other regions.
