公共服务均等化背景下的基本社会保障与福利治理——基于2014#1#2016年浙江省公众电话访谈的研究

【摘要】：文章以2014-2016年三年的全省电话访谈数据为基础,通过家庭收入、医院看病和老年养老等三个方面的保障分析浙江公众关于基本社会保障的发展评价。研究发现,三年来浙江省公众关于基本社会保障的评价持续上升,不同群体之间的差距明显缩小,政府基层组织成为弱势群体社会救助的首选渠道,但是基本社会保障的结构与不同群体之间的差距仍然不可忽视。文章从福利治理理论出发,认为应该充分发挥不同社会主体的独特功能,通过协同治理,实现社会各个阶层共同享有发展成果的目标。
[Abstract]:Based on the data of telephone interviews in the province from 2014 to 2016, this paper analyzes the development and evaluation of basic social security in Zhejiang province through three aspects: family income, hospital medical treatment and old-age care. In the past three years, the public evaluation of basic social security in Zhejiang Province has continued to rise, the gap between different groups has narrowed significantly, and the government grass-roots organizations have become the preferred channel for social assistance to the vulnerable groups. However, the structure of basic social security and the gap between different groups can not be ignored. Based on the theory of welfare governance, this paper holds that the unique function of different social subjects should be fully brought into play, and the special function of different social subjects should be brought into full play through cooperative governance. To achieve the goal of sharing the fruits of development at all levels of society.
