东莞市残疾儿童康复中的社会保障问题研究

【摘要】：2014年12月24日的常务会上,李克强表示,保障和改善残疾人民生活,使他们安居乐业,是“社会文明进步的标志”,政府要补上残疾人事业发展这块“短板”。我国社会事业本身属于“短板”,而残疾儿童是困难群体中的困难群体,是“短板”中的“短板”。理论上,康复效果最显著的是6岁以下的残疾儿童,其恢复效果对社会最有价值。在残疾儿童成长发展过程中,康复是他们的第一需求,是帮助其恢复功能,改善民主自由状态,实现自立的重要途径。但现实是,残疾儿童康复进程中存在各种着社会保障问题,具体体现在经济保障方面、服务保障方面以及精神保障方面。本文试图运用“社会保障三个层次”的理论来进行残疾儿童康复研究。论文以东莞市为例,通过访谈、实地观察、文献收集等方法搜集资料,在对东莞市残疾儿童康复相关政策现状与社会保障现状进行归纳的基础上,指出影响残疾儿童康复进程中社会保障的问题并提出相关的解决对策。通过研究发现,东莞市残疾儿童康复中,主要存在以下三方面的社会保障问题：一、经济保障水平偏低,覆盖面较窄；二、服务保障投入不足,无法满足残疾儿童康复需求；三、精神保障重视不够,造成残疾儿童及其家庭成员的情感缺失。并有针对性地提出解决残疾儿童康复中社会保障问题的治理对策,包括凸显残疾儿童康复需求,健全残疾儿童康复经济福利制度；明确政府角色,完善残疾儿童康复的服务保障方式；优化社会发展环境,满足残疾儿童康复的精神需求。

The social undertakings in our country belong to the "short board", while the disabled children are the difficult group among the disadvantaged groups and the "short board" in the "short board". But the reality is that there are various social security problems in the process of rehabilitation of children with disabilities, which are reflected in economic security, This paper attempts to use the theory of "three levels of social security" to carry out rehabilitation research of disabled children. This paper takes Dongguan City as an example to collect data through interviews, field observation, literature collection, etc. On the basis of summing up the status quo of rehabilitation policies and social security of disabled children in Dongguan City, this paper points out the problems affecting the social security in the process of rehabilitation of disabled children and puts forward the relevant solutions. In the rehabilitation of disabled children in Dongguan, there are three main social security problems as follows: first, low level of economic security and narrow coverage; second, insufficient investment in service security, unable to meet the rehabilitation needs of disabled children; third, Inadequate attention to mental security, resulting in the emotional loss of children with disabilities and their families... and targeted measures to address social security issues in the rehabilitation of children with disabilities, including highlighting the rehabilitation needs of children with disabilities, Improve the economic welfare system of rehabilitation for disabled children; clarify the role of the government and improve the service security mode for rehabilitation of disabled children; optimize the social development environment to meet the spiritual needs of rehabilitation of children with disabilities.
